BARICH Mayor November 2, 2022 Mr. Mitch Weiss Executive Director California Transportation Commission 1120 N Street, MS 52 Sacramento, CA 95814 EDDIE TEJEDA Mayor Pro Tempore DENISE DAVIS Council Member JENNA GUZMAN-LOWERY Council Member MICK GALLAGHER Council Member Re: Letter of Support for the 2022 SCCP partnership application by Caltrans and SBCTA for the Metrolink San Bernardino Line: CP Lilac -Sycamore Avenue Capacity Improvements Project Dear Mr. Weiss, On behalf of the City of Redlands, I would like to express our strong support for the partnership application by the California Department of Transportation (Caltrans) and the San Bernardino County Transportation Authority (SBCTA) for the Metrolink San Bernardino Line (SBL): CP Lilac -Sycamore Avenue Capacity Improvements Project (Project) in Rialto for consideration in the California Transportation Commission's 2022 Solutions for Congested Corridor Program (SCCP). The Project is a collaborative effort of SBCTA and the Southern California Regional Rail Authority (SCRRA), with Caltrans as the lead applicant. The Metrolink SBL is one of the most heavily used lines on the 500+ mile Metrolink system. It runs from San Bernardino to Los Angeles, parallel to and approximately two miles north of Interstate 10 (I-10), the most congested freeway in San Bernardino County. The double -tracking of this 0.7 mile segment will expand the window of 30-minute bi-directional service, improving trip times and trip reliability, increasing ridership, and inducing a mode shift from auto to transit, thereby reducing I-10 congestion and greenhouse gas emissions overall. The project segment straddles Rialto Station on the SBL. It includes a pedestrian underpass and a second platform; bicycle/pedestrian upgrades to meet current ADA standards; and ADA compliant safety improvements at three crossings, making the segment quiet -zone ready. It adds station and gate coordination technology to reduce gate down time for roadway vehicles. This project has a significant return on investment through operational efficiencies and congestion 1 reduction on Interstate 10. We greatly appreciate the Commission's consideration of the Caltrans/SBCTA SCCP application for this project that will directly benefit our area with significant accessibility, mobility, and safety improvements. Sincerely, Paul T. Barich Mayor City of Redlands CC: City Council Charles M. Duggan, Jr. City Manager 2
