RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF REDLANDS ADOPTING DESIGN
GUIDELINES AND PROCEDURES FOR THE
CENTRAL REDLANDS REVITALIZATION AREA
(TOWN CENTER)
WHEREAS , the Redevelopment Agency of the City of
Redlands (the "Agency") has approved and adopted the
Central Redlands Revitalization Program and has approved and
adopted design guidelines and procedures for the Central
Redlands Revitalization Area (Town Center) ; and
WHEREAS , the Agency has requested that the City
Council of the City of Redlands (the "City Council") adopt
such design guidelines and procedures in order to protect
and promote the public health, safety and general welfare.
WHEREAS , the City Council of the City of Redlands
(the "City Council") does hereby find and declare that the
appearance of open spaces , buildings , and structures
visible from public streets has a material and substantial
relationship to property values and the taxable value of
property in the City of Redlands and that many neighborhoods
in other urban communities have deteriorated in the past
by reason of poor planning, neglect of proper design standards
and the erection of buildings and structures unsuitable to
and incompatible with the character of the neighborhood,
resulting in poor design, possible reduction of property values and
the impairment of the public health, safety, and welfare
therein; and
WHEREAS , it is the policy of the City of Redlands
to avoid and prevent possible deterioration, as described
and by the various means provided in the California Community
Redevelopment Law (California Health & Safety Code Section 33000
et seq . ) to preserve and enhance the property values , visual
character of the community and the public health, safety,
and welfare of the City; and
WHEREAS , the City Council wishes to approve and
adopt design guidelines for and in accordance with the Central
Redlands Revitalization Program to provide a plan and
design criteria for use by developers , architects and
designers in the preparation of plans for improvements
within the Central Downtown Revitalization Area; and
WHEREAS , it is therefore the declared intent
of the City that these Design Guidelines shall serve
the following purposes :
(1) To improve the general standards of orderly
development of the City through design review of
individual buildings , structures , and their environs ;
(2) To improve and augment the controls now
included in ordinances related to planning and building
and in order to promote development which is in the best
interests of the public health, safety and welfare of the
City; and
(3) To establish standards and policies that
will promote and enhance good design, site relationships ,
and other aesthetic considerations in the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
REDLANDS does hereby resolve and declare as follows :
SECTION ONE : The City Council hereby approves
and adopts those design guidelines entitled "Design
Guidelines , Central Redlands Revitalization Program, Phase 2 , "
dated November, 1984 , and on file with the Secretary and
hereby approves the use of such guidelines and accompanying
procedures thereto with respect to improvements within the
Agency' s Central Downtown Revitalization Area.
SECTION TWO : This Resolution shall take effect
upon adoption.
ADOPTED, SIGNED AND APPROVED THIS 2Dth day of
November, 1984.
