HomeMy WebLinkAboutContracts & Agreements_5-2000PROFESSIONAL SERVICES CONTRACT FOR RFP, SYSTEMS SELECTION SERVICES AND CONTRACT NEGOTIATIONS Amendment No. 1 Contract Negotiations This Amendment No. 1, dated January 4, 2000, authorizes the Government Finance Officers Association (hereinafter referred to as "GFOA") to perform services for the City of Redlands (hereinafter referred to as "CITY") included in this Amendment and in accordance with the Professional Services Contract for RFP, Systems Selection Services and Contract Negotiations, April 6, 1999 (hereinafter referred to as "CONTRACT"). This Amendment makes the following changes to the CONTRACT; all other provisions of the CONTRACT remain in effect. ARTICLE 1 - SCOPE OF WORK The Scope of Work is amended to include Exhibit A to this Amendment which defines the scope of work for services for Amendment No. 1, Contract Negotiations. ARTICLE 2 - PERIOD OF PERFORMANCE The time period for performance of the GFOA's services for Amendment No. 1 set forth in Article 1 begins on January 5, 2000 and ends on or before May 30, 2000. ARTICLE 3 - PAYMENT The total compensation to perform the work under this Amendment shall be in accordance with Exhibit B to this Amendment. ARTICLE 4 - RECORDS No changes. 1 ARTICLE 5 - STANDARDS OF WORK No changes. ARTICLE 6 - INDEMNIFICATION No changes. ARTICLE 7 - DISPUTES No changes. ARTICLE 8 - ENTIRE CONTRACT No changes. Gilbreath Mayor ATTEST: City C erk, City lands GOVERNMENT FINANCE OFFICERS ASSOCIATION sser Executive • 'rector 3 PROFESSIONAL SERVICES CONTRACT FOR RFP, SYSTEMS SELECTION SERVICES AND CONTRACT NEGOTIATIONS Amendment No. 1 Exhibit A Scope of Work Purpose The purpose of this amendment is to continue providing Scope Task 1: Task 2: PROFESSIONAL SERVICES CONTRACT FOR RFP, SYSTEMS SELECTION SERVICES AND CONTRACT NEGOTIATIONS Amendment No. 1 Exhibit B Project Budget and Payment Schedule PROFESSIONAL SERVICES CONTRACT FOR RFP, SYSTEMS SELECTION SERVICES AND CONTRACT NEGOTIATIONS Amendment No. 1 Exhibit A Scope of Work Purpose The purpose of this amendment is to assist the City of Redlands with the development of (1) Statement of Work, (2) Software Licensing Agreement, and (3) Implementation Services Agreement. Scope GFOA will work with the city management and legal team to finish the procurement phase of this project. Tasks and activities during Phase III include: ➢ Participation in Steering Committee Conference Calls ➢ Contract Negotiations Strategy Development ➢ "Evolving" Statement of Work Development ➢ Advisory Assistance on Terms & Conditions ➢ Development and Issuance of Request for Clarifications (RFCs) ➢ Cost Analysis and Negotiations ➢ Review of Draft and Final Documents PROFESSIONAL SERVICES CONTRACT FOR RFP, SYSTEMS SELECTION SERVICES AND CONTRACT NEGOTIATIONS Amendment No. 1 Exhibit B Project Budget and Payment Schedule Project Budget: not to exceed $10,000. Hourly Rate: $150 per hour. Expenses: Travel and conference call expenses (if any). Approach: Conference calls will be used to reduce travel costs. Payment Schedule: Monthly invoices. Environmental Review Committee meeting to be held on January 10, 2000, were acknowledged as received. Contract Award - Pacific Street Sewer Main - Bids were opened and publicly declared on December 2, 1999 by the City Clerk for the construction of the Pacific Street Sewer Main Replacement, Project No. 2-0027; a bid opening report is on file in the Office of the City Clerk. It was the recommendation of the Municipal Utilities Department that the responsible bidder submitting the bid for said project which will result in the lowest cost for the City was C. P. Construction Company, Inc. in the amount of $163,378.00, and it would be in the best interest of the City that this contract be awarded to said firm. On motion of Councilmember Freedman, seconded by Councilmember George, this recommendation was unanimously approved and the Mayor and City Clerk were authorized to sign the contract on behalf of the City. Contract Award - Well No. 39 - Bids were opened and publicly declared on December 2, 1999, by the City Clerk for the construction of Well No. 39 Pump and Electric Motor, Project No. 4-0080A; a bid opening report is on file in the Office of the City Clerk. It was the recommendation of the Municipal Utilities Department that the responsible bidder submitting the bid for said project which will result in the lowest cost for the City was Tri County Pump Company in the amount of $34,992.00, and it would be in the best interest of the City that this contract be awarded to said firm. On motion of Councilmember Freedman, seconded by Councilmember George, this recommendation was unanimously approved and the Mayor and City Clerk were authorized to sign the contract on behalf of the City. Appointments - Library Board of Trustees - On motion of Councilmember Freedman, seconded by Councilmember George, the City Council unanimously reappointed Dorothy Ziilch and Martin Davis to the A. K. Smiley Public Library Board of Trustees to serve another three-year term to January 1, 2003. Contract - Financial System - On motion of Councilmember Freedman, seconded by Councilmember George, the City Council unanimously approved Amendment No. 1 to the professional services contract and systems selection services with Government Finance Officers Association (GFOA) to furnish consulting services for a new financial system. This amendment will allow GFOA to assist with the third phase of the acquisition of a new financial management computer system to complete a statement of work, software licensing agreement, and implementation services agreement. Mutual Release Agreement - Civil Action - On motion of Councilmember Freedman, seconded by Councilmember George, the City Council unanimously approved a mutual release agreement with the Redlands Unified School District regarding the civil action filed by Aaron Van Mill.
