PRELIMINARY ENGINEERING DESIGN
FOR THE CALIFORNIA STREET LANDFILL
HORIZONTAL EXPANSION
AMENDMENT NO. 2
This Amendment No. 2 authorizes Vector Engineering, Inc., (hereinafter "Engineer") to perform
services included in this Amendment and in accordance with the AGREEMENT dated the 19th day
of October, 1999, for the Horizontal Expansion Project for California Street Landfill.
This amendment dated September 5, 2000, makes the following changes to the AGREEMENT; all
other provisions of the AGREEMENT remain in effect.
ARTICLE 1 - ENGAGEMENT OF ENGINEER
No Changes
ARTICLE 2 - SERVICES OF ENGINEER
2.1 The Scope of Work is amended to include Attachment A, to this Amendment that
defines the Scope of Work for Consulting services.
ARTICLE 3 - RESPONSIBILITIES OF CITY
No Changes
ARTICLE 4 - PERIOD OF SERVICE
4.1 Engineer shall perform the Services in a diligent manner and in accordance with the
schedule set forth in Attachment B - Project Schedule.
ARTICLE 5 - PAYMENTS TO THE ENGINEER
5.1 The total compensation to perform work under this Amendment shall be in
accordance with Attachment C to this Amendment.
ARTICLE 6 - INSURANCE AND INDEMNIFICATION
No changes.
ARTICLE 7 - GENERAL CONSIDERATIONS
No changes.

Task 1: Revision to the Bottom Grades for the Proposed Expansion
During initial meetings between the City of Redlands, 3D Geoservices, and Vector
Engineering, the bottom grades for the proposed horizontal expansion were set. These grades were
based on the best available information at the time including historic groundwater levels in the area,
the construction of a dam upstream of the site, and groundwater extraction in the basin.
Subsequent information regarding potential water purveyor's plans for the region, as well
as potential recharge directly upstream of the landfill required modification of the base grades for
the landfill expansion. In order to make this revision, Vector will revise the excavation and liner
drawings, redo the stability (static and dynamic), revise and recalculate the landfill phasing, and
make changes to the fill plan. The City also provided Vector with a revised refuse growth factor,
which will be incorporated into our refuse projections. In addition, Vector will revise sections of
the JTD to reflect the new base grade elevations, stability, and filling. All of the above information
will be submitted within the JTD for review by the City.

Task 2: NPDES Documentation and Revised Load Checking Program Revisions
The existing NPDES documentation does not include the borrow site since it is not part of
the permit area. With the horizontal expansion, the borrow area will be part of the landfill permit
area. As a result, the NPDES documentation will be revised. Additionally, the medical waste
sections of the load -checking program must be updated to conform to the revised regulations. This
program will be revised and included in the JTD.

Task 3 —Coordination and Master Schedule
At the present time, the City is undertaking a horizontal expansion of the California Street
Landfill. This expansion involves permitting with the regulatory agencies and preparing an EIR
under CEQA. To support this effort, first, Vector will prepare a 5 year master schedule to coordinate
the components of the project, from the permitting and EIR phases through the construction phase,
including the timeline for the JTD. In addition, the City's Solid Waste Manager, who was the City's
project manager for the CSL horizontal expansion, has recently accepted a position elsewhere, and
the City is actively recruiting a replacement. During the transition, Vector Engineering will provide
assistance to the City in coordination of project components with the City's project team of
professional and technical service providers engaged in the project, and coordination activities with
the regulatory agencies.

Vector will provide copies of all documents prepared for the City in hard copy and in electronic
format. This will include revisions to the JTD (grading, NPDES, Load Checking Program) and
preparing a master schedule.

Reallocation of CDBG Funds - Texonia Park - On motion of Councilmember
Haws, seconded by Councilmember Freedman, the City Council unanimously
approved the expansion of the scope of work for Community Development
Block Grant (CDBG) funds' Project 111-24202/1760 to allow for lighting, turf
and irrigation in the north ballfield at Texonia Park. The request for reallocation
of CDBG funds for the YMCA/Camp Edwards Project was withdrawn.
Agreement - Risk Management Plan - On motion of Councilmember George,
seconded by Councilmember Freedman, the City Council unanimously
approved an agreement with Resource Management Services to furnish services
for the preparation of risk management plan programs within the Water Division
and authorized the Mayor and City Clerk to execute the agreement on behalf of
the City.
Redlands Museum Donations - On motion of Councilmember George, seconded
by Councilmember Freedman, the City Council unanimously designated the
A. K. Smiley Public Library and its Board of Trustees as the repository for
donated materials until the Redlands Museum is established.
Agreement - California Street Landfill - On motion of Councilmember George,
seconded by Councilmember Freedman, the City Council unanimously
authorized Amendment No. 2 to an engineering agreement with Vector
Engineering to provide engineering services for the California Street Landfill
horizontal expansion and authorized the Mayor and City Clerk to execute the
amendment on behalf of the City.
Amended Lease Agreement - Coyote Aviation - On motion of Councilmember
George, seconded by Councilmember Freedman, the City Council unanimously
approved a revised lease agreement with Coyote Aviation for use of a portion of
the property at Redlands Municipal Airport and authorized the Mayor and City
Clerk to execute the agreement on behalf of the City.
Agreement - Solid Waste Management Services - On motion of Councilmember
George, seconded by Councilmember Freedman, the City Council unanimously
authorized a agreement with John C. Davis to furnish, solid waste management
services for the Municipal Utilities Department and authorized the Mayor and
City Clerk to execute the agreement on behalf of the City.
PLANNING AND COMMUNITY DEVELOPMENT
CUP No. 704 - Sprint - Councilmembers Gilbreath and Haws left the Council
Chambers due to conflicts of interest. Community Development Director Shaw
reported Sprint PCS filed an appeal to the decision made by the Environmental
Review Committee (ERC) for Conditional Use Permit No. 704 to require an
Environmental Impact Report (EIR) for the installation of a wireless
telecommunications facility in the R-A (Residential Estate) District. The
project would consist of a 102 foot monopole, an array of twelve antennas and
