A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ALLOWING
REFUNDING OF PROCESSING FEES AND THE PROCEDURES RELATED THERETO
WHEREAS there are times when applications are filed and processing fees are paid and applications
are withdrawn by the applicant; and
WHEREAS it is the intent of the processing fees to cover the cost of processing applications and
when applications are withdrawn, it is appropriate to refund a portion or all of the fees paid;
NOW, THEREFORE, it has been determined that when an application has been withdrawn and a
request for refund has been made in writing by the applicant that a refund may be approved subject
to the following procedures:
I. Requests for refunds shall be made in writing by the applicant.
2. Requests for refunds shall be reviewed by the Director of the Department for which the fee
was paid and the Director shall recommend approval, denial, or extent of refund to the City
Manager.
3. The City Manager shall review the recommendation of the Department Director and shall
make the final determination on the refund request.
4. The following criteria shall be used by the Director of the Department and City Manager in
determining the amount of fees to be refunded:
Application submitted but not deemed complete 100%
Application completed and deemed complete 85%
Application reviewed at ERC 60%
Application reviewed at Development Review 40%
Staff Report prepared and Notice of Hearing sent 10%
Planning Commission consideration initiated No Refund
