TASK ORDER 19
2001 Update to the Sanitary Survey for Mill Creek Watershed
This Task Order authorizes the ENGINEER to perform Engineering Services
included in this Amendment and in accordance with the AGREEMENT for the
preparation of the Water Resources Management Plan, 6 November 1990.
This Amendment makes the following changes to the AGREEMENT; all other
provisions of the AGREEMENT remain in effect.
ARTICLE 1— ENGAGEMENT OF THE ENGINEER
No changes.
ARTICLE 2 — SERVICES OF THE ENGINEER
2.1 The Scope of Work is amended to include Attachment A to this
Amendment which defines the scope of work for engineering services
for Task Order 19, 2001 Update to the Sanitary Survey for Mill Creek
Watershed.
ARTICLE 3 — RESPONSIBILITIES OF THE OWNER
No changes.
ARTICLE 4 — PERIOD OF SERVICE
4.1 The time period for performance of the ENGINEER'S services for
Task Order 19 set forth in Article 2 shall be in accordance with the
schedule defined in Attachment B to this Amendment.
ARTICLE 5 — PAYMENT TO THE ENGINEER
5.1 The total compensation to perform work under this Amendment
for Task Order 19 shall be in accordance with Attachments C and D to
this Amendment.

ARTICLE 6 — INSURANCE AND INDEMNIFICATION
No changes.
ARTICLE 7 — GENERAL CONSIDERATIONS
No changes.

Attachment A
Draft Scope of Work
Purpose
The purpose of this task order is to produce an updated Sanitary Survey for the Mill Creek
watershed in compliance with all applicable regulations. Preparation of Sanitary Surveys is
required by Section 64665 of the California Code of Regulations, Title 22. The code requires
that the surveys be completed at least every five years. The last filing of the Sanitary Survey
of the Mill Creek Watershed was in 1996. The next filing of a Sanitary Survey of this
watershed should be performed in 2001. The goal of this project is to update the Sanitary
Survey and submit to the California Department of Health Services (DHS).
Scope
The update to the Sanitary Survey of the Mill Creek Watershed will generally follow
guidance developed by DHS and American Water Works Association (AWWA), which was
also used in the preparation of the previous Sanitary Survey. The structure of the Sanitary
Survey document as recommended by AWWA guidance document is:
• Summary
• Section 1. Introduction
• Section 2. Watershed and Water Supply System
• Section 3. Potential Contaminant Sources in the Watershed
• Section 4. Watershed Control and Management Practices
• Section 5. Water Quality
• Section 6. Conclusions and Recommendations
• Attachments: Completed Watershed Survey Forms, water quality data summaries, etc.
Through the execution of this scope, these chapters will be updated with new data and new
analysis. The chapters will be updated in three main phases: data collection, data analysis,
and report update. CH2M Hill proposes to complete this update through the following
tasks.

Task 1— Kick -Off Meeting and Ongoing Milestone Meetings
An initial kick-off meeting will be held to confirm the project objectives and to discuss the
project schedule and anticipated issues. Subsequently, meetings will be held to discuss
project progress and specific technical issues as they arise. We currently anticipate three
meetings to address each of the following topics:
• Project Kick -Off meeting: Confirm project objectives and discuss component items
to be covered during the update to the Sanitary Survey
• 50 Percent Milestone: review project progress and review/identify Potential
Contaminant Sources
• Review of Final Draft Report
Meeting attendees are expected to be City of Redlands staff and CH2M HILL. However,
additional parties (e.g., agencies) may be included as warranted.
Task 2 - Update of Section 2 Watershed and Water Supply System
Local and state agencies and other sources of data will be contacted to obtain new data for
these updates:
2.1 Land Use and Natural Setting. The AWWA Guidance Manual recommends that the
Sanitary Survey include a physical and hydrologic description of the watershed. CH2M Hill
will update the following:
Land Use. To update existing land uses we will rely on City and County landuse data
and/or General Plans. Land use designations will be identified on a map.
Land Ownership. Land ownership is critical to the Sanitary Survey as it reflects jurisdiction '
over existing activities and portends the potential implementation of future watershed
management measures. Ownership for large tracts will be identified, such as National
Forest, open space, and ranch holdings.
Natural Setting. It is expected that only minor changes will be needed for this section. We
expect that most of the changes will come from the biological aspects of the watershed's
natural setting such as vegetation and wildlife.
2.2. Existing Hydrology. We expect minimal changes to this section that will be based on
review of updated USGS and NOAA data that is available on the Internet. Also, changes
that stem from SCE re -licensing or changes in diversion points will be updated.
2.3 Water Supply System. The history of the water supply system, the existing water
supply system, the water supply sources, and the management of those sources will be
updated per new information obtained from the recently completed Urban Water
Management Plan, the Water Systems Facilities Master Plan, other pertinent documents,
and discussions with City staff.
Task 3 - Update of Section 3 Potential Contaminant Sources in the Watershed
The Mill Creek watershed is mostly National Forest. We anticipate that there will be few
problems associated with human activities in these areas.

3.1 Conduct Survey to verify/identify Potential Contaminant Sources. Using the updated
information collected in Task 2, we will characterize land uses that potentially affect
drinking water quality in the watershed. If needed, additional data will be gathered from
City, County, state and federal agencies. As part of this task, we expect to contact the
following agencies and organizations:
• Caltrans
• Forest Home Christian Conference Center
• San Bernardino County Department of Environmental Health Services
• Regional Water Quality Control Board
• California Department of Health Services
• United States Forest Service
After completion of a desk -top survey, a one day drive -by "windshield survey" and on -foot
inspections of high priority areas of the watershed will be conducted. The field survey will
be targeted at investigating specific areas within the watershed anticipated to contain the
most problematic contaminant sources. The methodology used to compile and describe
information regarding potential contaminant sources will be presented in the Sanitary
Survey.
3.2 Potential Contaminant Sources. The AWWA Guidelines identify several potential
contaminant sources that should be considered in the Sanitary Survey. Categories of
contaminants could include microbial sources, nutrients, sediment, organics, and heavy
metals. Information on existing Potential Contaminant Sources (PCS) identified in the
current Sanitary Survey willbe updated and new sources will be added per information
gathered in task 3.1.
3.3 Anticipated Growth and Projected Changes. CH2M HILL will identify specific details
regarding anticipated growth and projected changes in sources of contaminants by
reviewing local and County General Plans and through discussions with local planning
departments.
Deliverable: Upon completion of Task 3, CH2M HILL will develop the 50 percent draft
version of the Sanitary Survey document, AWWA Guidance Checklist, summarizing all
activities and findings to date. A meeting with City of Redlands staff will be held to review
the draft findings; concentrating on the contaminant sources identified to ensure that they
will be portrayed accurately in the Sanitary Survey.
Task 4 — Update of Section 4 Watershed Control and Management Practices
A variety of treatment and non -treatment solutions are available for controlling pollutants
in the watershed. Practices listed in the current Sanitary Survey will be reviewed and
updated to reflect new information and technologies as provided by the City of Redlands.
Task 5 — Update of Section 5 Water Quality
5.1 Drinking Water Regulations and Surface Water Treatment Rules (SWTR).
CH2M HILL will update the requirements for all drinking water regulations including the
Interim Enhanced Surface Water Treatment Rule.

5.2 Constituents of Concern. CH2M HILL will conduct a detailed analysis of existing water
quality data to verify that no exceedance of the SWTR contaminants of concern have
occurred since the last Sanitary Survey was prepared.
Available water quality data will be reviewed and evaluated to determine the City of
Redlands' ability to meet the requirements of the SWTR. The constituents of concern to be
reviewed include:
• Giardia lamblia
• Cryptosporidium
• Enteric viruses
• Coliform (including fecal coliform and Escheria coli)
• Trihalomethanes, haloacetic acid, their precursors, and other disinfection byproducts
• Turbidity
Additional constituents that may be evaluated, if appropriate, are grouped by AWWA as
follows: nutrients; total dissolved solids, chloride, and bromide; hardness; metals; organics;
and, radiological constituents.
5.3 Evaluation of Monitoring Data. The evaluation of this data will require linking known
constituents of concern to potential sources, when and where possible. In addition, we will
identify temporal and geographic water quality trends, compare raw and finished water
quality to drinking water standards, and project changes in water quality.
Task 6 — Update of Section 6 Conclusions and Recommendations
6.1 Conclusions. CH2M HILL will provide a summary of the major findings from the
updated information including a description of identified potential contaminants, water
quality issues and existing management measures.
6.2 Recommendations. CH2M HILL will summarize progress on the recommendations
listed in the existing Sanitary Survey. CH2M Hill will discuss with City staff any new
recommendations that could be made based on the updated information gathered in this
Sanitary Survey. Any new recommendations will be discussed in this section.
Task 7 - Prepare Draft and Final Report
The Sanitary Survey will be prepared in three phases: 50 percent submittal, Final Draft and
Final. The Final Draft Sanitary Survey will include an Executive Summary and Introduction
to the document, final graphics, incorporated comments from City of Redlands, and
conclusions regarding the potential for contamination and any recommended control
methods. CH2M Hill will submit the Final Draft Sanitary Survey to the City of Redlands
and DHS. We would also recommend that DHS staff be invited to comment on the 50
submittal to see in advance that their concerns have been incorporated.
Upon receipt of comments on the Final Draft, we will make appropriate revisions and
prepare the Final Sanitary Survey for submittal to DHS.
CH2M Hill will deliver to the City five bound copies of each of the report submittals.

Final report is expected to be submitted by May 31, 2001. Work under this task order
terminates on December 31, 2001.

Fee
The fee for this scope is based in the hourly rates shown in Attachment D and Table D-1.
The fee will not exceed $39,947 without prior written approval of the City Project Manager.
