A RESOLUTION DECLARING THE WEEK OF MAY 2, 2004, AS DISASTER
RESISTANCE WEEK AND CALLING UPON STATE AND LOCAL
GOVERNMENTS, CORPORATIONS, AND MEMBERS OF THE PUBLIC TO
IMPROVE WORKING PARTNERSHIPS IN ORDER TO FIND COST-
EFFECTIVE SOLUTIONS TO REDUCE THE POTENTIAL LOSSES FROM
FUTURE NATURAL AND MAN MADE DISASTERS, AND TO MAKE EVERY
EFFORT POSSIBLE TO IMPLEMENT MITIGATION MEASURES,
WHEREAS, Natural, technological, and human caused disasters in California
have caused the loss of 600 lives, more than 2I,000 injuries, and $61 billion in property
damage over the last 31 years; and
WHEREAS, The majority of California's 35 million residents live in areas
subject to these disasters; and
WHEREAS, An increasing population will put more Californians at risk from
disasters in the future; and
WHEREAS, Disasters represent a growing global problem that recognizes no
political, geographic or socioeconomic boundaries; and
WHEREAS, Many of our vulnerable individuals, organizations, and
communities with special needs are unable to address their own preparedness, response,
and recovery efforts; and
WHEREAS, Mitigation measures have been shown to be effective in saving lives
and reducing property damage caused by disasters;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of
Redlands that the City of Redlands supports declaration of the week of May 2, 2004, as
Disaster Resistance Week and calls upon state and local governments, corporations, and
members of the public to improve working partnerships in order to find cost-effective
solutions to reduce the potential losses from future natural and man made disasters, and
to make every effort possible to implement mitigation measures in support of this goal.
ADOPTED, SIGNED AND APPROVED this 20th day of April, 2004.

2004, by the following vote:
