A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING THE GRANT APPLICATION, ACCEPTANCE, AND
EXECUTION OF THE GRANT FUNDS FROM THE STATE OF CALIFORNIA
BUDGET ACT OF 2021 (SB 129)
WHEREAS, the Legislature and Governor of the State of California have provided funds
for the program shown above; and
WHEREAS, the California State Library has been delegated the responsibility for the
administration of this grant program, establishing necessary procedures; and
WHEREAS, said procedures established by the California State Library require a
resolution certifying the approval by the potential grantee's governing board either before
submission of said application(s) to the State or prior to execution of the grant agreement; and
WHEREAS, the Applicant/Grantee, if selected, will enter into an agreement with the State
of California to carry out the project
WHEREAS, City of Redlands proposes to implement Smiley Library Lower Level Revive;
WHEREAS, City of Redlands has the legal authority and is authorized to enter into a funding
agreement with the State of California; and
WHEREAS, City of Redlands intends to apply for grant funding from the California State
Library for the Smiley Library Lower Level Revive;
NOW, THEREFORE, BE IT RESOLVED by the City of Redlands, with
acknowledgement of A.K. Smiley Public Library, as follows:
1. The above recitals are true and correct and are incorporated herein by this reference.
2. Pursuant and subject to all of the terms and provisions of the California Budget Act of
2021, the City Manager of the City of Redlands, Charlie Duggan or designee is hereby
authorized and directed to prepare and file an application for funding with the California
State Library and take such other actions necessary or appropriate to obtain grant
funding.
3. The City Manager of the City of Redlands, or designee is hereby authorized and directed
to execute the funding agreement with the California State Library and any amendments
thereto.
4. The City Manager of the City of Redlands, or designee is hereby authorized and directed
to submit any required documents, funding requests, and reports required to obtain grant
funding.

5. If the Application is approved, the City Manager, or his designee, is designated to
provide the assurances, certifications, and commitments required for the grant
application, including executing a financial assistance or similar agreement with the
California State Library within established deadlines and any amendments or changes
thereto.
6. The City Manager, or his designee, is designated to represent the City in carrying out
the responsibilities under the grant agreement, including certifying disbursement
requests on behalf of the City and compliance with applicable state and federallaws.
7. Upon announcement of a grant award made by the California State Library, the City
commits to providing up to $222,518 in matching funds for the Smiley Library Lower
Level Revive Project plus any remaining balance noted in the funding plan.
8. The City certifies that the project will comply with any laws and regulations including,
but not limited to, the California Environmental Quality Act (CEQA), legal
requirements for building codes, health and safety codes, the California Labor Code,
disabled access laws, and, that prior to commencement of the project, all applicable
permits will have been obtained.
9. Applicant acknowledges and agrees that it shall be subject to the terms and conditions
specified in the Agreement, and that the NOFO and Application will be incorporated in
the Agreement by reference and made a part thereof. Any and all activities,
expenditures, information, and timelines represented in the Application are enforceable
through the Agreement. Funds are to be used for the allowable expenditures and
activities identified in the Agreement.
10. Effective Date. This Resolution shall become effective immediately.
