SUBJECT: AMENDMENT NO. 4 TO AGREEMENT NO. 82-842 WITH THE CITY OF
REDLANDS FOR TRAFFIC SIGNAL MAINTENANCE AND SERVICE
Approve Amendment No. 4 to Agreement No. 82-842 with the City of Redlands (City) that
increases the number intersections in which the County of San Bernardino (County) and City will
share in the maintenance and operational cost of traffic signal installations and lighting and
establishes June 30, 2020 as the termination date on the Agreement.

Approval of this item will increase the number of signalized intersections with a shared
maintenance and operational cost between the City of Redlands and the County.
On December 20, 1982, the Board of Supervisors approved Agreement No. 82-842 with the City
of Redlands in which the County and the City agreed to share the cost of maintaining traffic
signals at shared intersections. Since the initial approval, there have been several amendments
to add and delete intersections from this Agreement.
The County and the City now seek to amend the Agreement to include the intersections of
Lugonia Avenue at Indiana Court and Lugonia Avenue at Citrus Way. Both of these intersections
described in Amendment No. 4 have at least one leg of the intersection in each jurisdiction. The
County and City will pay their share to operate and maintain the traffic signal installations and
lighting at the intersections described above per the percentages as described in Exhibit "A" and
Exhibit "B" of the Agreement. Amendment No. 4 has an effective date of July 1, 2010 and was
approved by the City of Redlands on June 1, 2010.
Agreement No. 82-842 currently provides that the Agreement will remain in full force and effect
unless terminated by either party. This Amendment No. 4 continues to provide both parties with
the authority to terminate the Agreement, but updates the Agreement by establishing June 30,
2020 as the termination date on the Agreement, so that the Agreement does not have an
indefinite term.

FINANCIAL IMPACT
The cost to operate and maintain each intersection is estimated at approximately $3,000 per
year. The County's portion of this cost estimated at $1,500 will be funded within the
Department's annual Operations budget (SAA TRA TRA).

WHEREAS, the COUNTY and CITY have previously entered into an agreement, Contract No. 82-842, (the
"Agreement") wherein COUNTY and CITY agreed to share the maintenance and operation cost for all of the traffic
signal installations and lighting where at least one leg of the intersection is in one or the other's jurisdiction; and
WHEREAS, both CITY and COUNTY desire to update the list of intersections and facilities listed in Exhibits "A"
and °'S" of the Agreement-, and,
WHEREAS, both CITY and COUNTY also desire to update the Agreement by adding a termination date so that
