A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING
THE SAN BERNARDINO COUNTY OPERATIONAL AREA EMERGENCY
MANAGEMENT STRATEGIC PLAN
WHEREAS, emergency management is the operational and planning discipline charged
with creating the framework within which communities reduce their vulnerabilities to hazards
and cope with disasters; and
WHEREAS, emergency management protects communities by coordinating and
integrating all activities necessary to build, sustain, and improve their ability to mitigate, prevent,
prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism,
and other human-made disasters; and
WHEREAS, the San Bernardino County Operational Area (the "OA") consists of 24
incorporated cities and towns and the County of San Bernardino, including the San Manuel Band
of Mission Indians as an associate member; and
WHEREAS, to support the response and recovery core capabilities of the Federal
Emergency Management Agency and maintain an effective, well-managed and integrated OA-
wide emergency management program, the OA developed the San Bernardino County
Operational Area Emergency Management Strategic Plan(the "Plan"); and
WHEREAS, the Plan provides an OA-wide Emergency Management Program Standard
as well as specific goals and objectives for jurisdictions to meet over the next five years in the
development of their emergency management programs; and
WHEREAS, the Plan reflects the City of Redlands' and the OA's vision of building a
resilient future through partnerships committed to saving lives during major emergency events
and reducing the impacts of disasters;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows:
Section 1. The City Council of the City of Redlands hereby adopts the San
Bernardino County Operational Area Emergency Management Strategic Plan, a copy of which is
on file in the office of the Redlands City Clerk.
Section 2. The Mayor is hereby authorized to sign and send to the OA a copy of this
Resolution and a Letter of Concurrence indicating this City Council's support, mid approval, of
the San Bernardino County Operational Area Emergency Management Strategic Plan.
