A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING THE PROCESS FOR THE SELECTION OF THE MAYOR
AND MAYOR PRO TEMPORE AND THEIR RESPECTIVE TERMS OF
OFFICE
WHEREAS, Section 2.02.020 of the Redlands Municipal Code, titled "Selection of Mayor
and Mayor Pro Tempore; Terms of Office," presently establishes a process whereby the City's
Mayor and Mayor Pro Tempore are selected, individually, by their colleagues of the City Council
for a two-year term; and
WHEREAS, the process for the selection of Mayor and Mayor Pro Tempore has been
codified in the Redlands Municipal Code, without substantive change for more than 35 years, since
1985 and, in uncodified ordinance form, without substantive change, since 1955; and
WHEREAS, this Resolution relating to the selection of the Mayor and Mayor Pro Tempore
is the first substantive governmental business action taken by the City Council during this century
when the residents of Redlands are fully represented by their respective selection of five
individuals, from five council member districts; and
WHEREAS, because this is a historic time for Redlands and its City Council, this City
Council believes the first action taken by the City Council should be one of unanimity, reflecting
the Council members acting as a whole without regard to the districts they were selected from; and
one of vision, choosing its leadership not only now for the following year, but also for, the next
four years for continuity and good government purposes; and
WHEREAS, the process established by this Resolution is transparent, open, and performed
in a manner which avoids randomness or adherence to numbers or labels, and instead provides
certainty; and
WHEREAS, the process established by this Resolution ensures that each City Council
member voting on this Resolution who has not yet had an opportunity to serve as the Mayor of
Redlands is given that opportunity; and
WHEREAS, the process established by this Resolution recognizes the natural hierarchal
ascension of officers in governmental and non -governmental organizations, and private business
entities; and further takes advantage of Council member wisdom gained through experience in the
ascension to the role of Mayor; and
WHEREAS, this City Council has decided to change the process for the selection of the
Mayor and Mayor Pro Tempore and will hold a first reading of, and introduce, Ordinance No.
2953 to amend section 2.02.020 of the Redlands Municipal Code relating to such process for
purposes of efficiency, and to promulgate good government practices as stated herein;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The Mayor and Mayor Pro Tempore shall be chosen by the City Council
December of each even -numbered year upon the affirmative vote of the majority of the total
membership of the City Council. The Mayor and Mayor Pro Tempore serve at the pleasure of the
City Council.
Section 2. At its regular meeting in December 2024, the selection of a Mayor and
Mayor Pro Tempore shall be determined by seniority based on a Council Member's continuous
length of service on the City Council without having served as Mayor. The Council Member with
the longest continuous service on the City Council without having served as Mayor shall be
appointed to serve as Mayor. The Council Member with the second longest continuous length of
service on the City Council without having served as Mayor shall be appointed to serve as Mayor
Pro Tempore. In the event two or more Council Members have equal seniority based upon their
continuous length of service on the City Council without having served as Mayor, the Council
Member with the higher vote count in his or her most recent election is considered to have higher
seniority and shall be selected Mayor. The Council Member with the second highest vote count in
his or her most recent election is considered to have the second highest seniority and shall be
selected Mayor Pro Tempore.
Section 3. At its regular meeting in December 2026, the current Mayor Pro Tempore
shall automatically succeed to the position of Mayor. The Council Member with the next longest
continuous service on the City Council who has not yet served as Mayor shall be selected as Mayor
Pro Tempore. Council Members having equal seniority shall be selected in the same manner as
set forth in Section 2.
Section 4. The Mayor and Mayor Pro Tempore shall hold office from the date of their
selection, until their identified successors take office or their successors are chosen. In the event
a Council Member resigns from the position of Mayor or resigns from the City Council, the Mayor
Pro Tempore shall automatically succeed to the position of Mayor. In the event a Council Member
resigns from the position of Mayor Pro Tempore or resigns from the City Council, the position of
Mayor Pro Tempore shall be filled in the same manner as set forth in Section 2.
Section 5. A Council Member may decline the position of Mayor or Mayor Pro
Tempore. In that event, priority shall be given to the next most senior Council Member based on
his or her length of service on the City Council without having served as Mayor.
Section 6. In the event that application of these rules would result in no Council
Member being eligible to fill either the Mayor or Mayor Pro Tempore position, then the City
Council may vote to appoint any one of its members to serve.

Section 7. This Resolution shall take effect on the effective date of City of Redlands
Ordinance No. 2953.
