WORKING CONDITIONS FOR THE 1971-72 .FISCAL YEAR BUDGET .

wages, hours, an other terms and conditions o employment;
WHEREAS , it is necessary to develop an orderly policy
and procedure for t conduct of Employer-Employee negotia-
tions

4 . The memorandum of understanding will become effective
