HomeMy WebLinkAbout4163_CCv0001.pdf RESOLUTION NO. 4163 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS SUPPORTING THE COMMUNITY PARKLANDS ACT OF 1986 (PROPOSITION 43) WHEREAS, local park and recreation capital improvements have been financed in a large part by state grants over the past 20 years; and WHEREAS, since 1964 voters have approved several bond issues which provided funds for both state and local acquisitions and improvements; and WHEREAS, the 1984 state park bond issue included funds for local park agencies; however, grants approved under this program exceeded available funds by $85.5 million; and WHEREAS, Prop 43 would help to provide for the anticipated growth in recreation needs as this state's population continues to rapidly increase; and WHEREAS, the financial resources of local governments are limited and alone cannot meet the constantly growing park and recreation needs of our communities; and WHEREAS, bond financing spreads the cost of park and recreation develop- ment over a period of time so that those who benefit share in the payment; and WHEREAS, Proposition 43 would authorize the state to issue $100 million in bonds to fund grants to local park districts to be used to acquire and develop new parks, build new facilities, establish new recreational trails, repair existing facilities and roads, provide access to beaches, and acquire and preserve historical sites and buildings. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands supports the Community Parklands Act of 1986 (Proposition 43) and urges its citizens and community organizations to support said proposition.
