RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AND AUTHORIZING EXECUTION OF PURCHASE AND SALE
AGREEMENT AND ESCROW INSTRUCTIONS BETWEEN THE
REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS AND JAMES
GLAZE, INC.
WHEREAS, in order to effectuate the provisions of the Redevelopment Plan for a
redevelopment project known as the Redlands Redevelopment Project Area (the "Project Area"),
for the development of certain real property,the Redevelopment Agency of the City of Redlands
("Agency")proposes to sell certain property (hereinafter referred to as the "Site") within the City
of Redlands to James Glaze (hereinafter referred to as the "Redeveloper"), pursuant to a Purchase
and Sale Agreement and Escrow Instructions (hereinafter referred to as the "Agreement"); and
WHEREAS, before the Agency can enter into the Agreement the City Council of the City
of Redlands (the "City Council") must make certain findings and approve the Agreement in
accordance with Section 33433 of the Health and Safety Code; and
WHEREAS, the City Council has reviewed and considered the Agreement and has
determined that the sale of the site in accordance with the Agreement is in the best interests of
the citizens of Redlands, is consistent with the goals set forth in the Redevelopment Plan for the
Project Area, and the consideration received for the sale is not less than fair market value in
accordance with the covenants and conditions governing the sale; and
WHEREAS, the City Council has received and duly considered testimony presented at
a duly noticed public hearing:
NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED BY THE
CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS:
Section 1. The City Council hereby finds that (i) the environmental impacts of the sale
and development of the Site in accordance with the Instructions have been fully analyzed by the
programmatic Environmental Impact Report for the Redevelopment Plan which was certified by
the City of Redlands on July 17, 1984; (ii) no subsequent or supplemental EIR is necessary or
required; and (iii) the proposed disposition of the site will have no significant effects on the
environment not covered by such previous EIR.
Section 2. The City Council hereby approves the Agreement by and between the
Redevelopment agency of the City of Redlands and the Redeveloper, which Agreement shall be
in substantially the same form as that attached to this Resolution and incorporated herein by
reference, with such nonmaterial changes and revisions, if any, as shall be recommended by
Agency Counsel and approved the Executive Director of the Agency.
Section 3. The Agency hereby finds that (i) the environmental impacts of the sale and
development of the Site in accordance with the Agreement have been fully analyzed by the
