A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING A POLICY
FOR THE PROCUREMENT OF RECYCLED CONTENT PRODUCTS
WHEREAS, the City of Redlands supports efforts to recycle and re-use rnaterials where
possible; and
WHEREAS,the City of Redlands adopted a Source Reduction and Recycling Element(SRRE)
in compliance with CI WMB planning requirements; and
WHEREAS, the City of Redlands selected the procurement of recycled content products and
supplies in order to promote the development of new markets for recycled products as one alternative
among many in the City's adopted SRRE; and,
WHEREAS, the City's participation in recycling grants requires jurisdictions to document
preference policies for the procurement of products manufactured from post-consumer recycled
materials;
NOW THEREFORE, BE IT RESOLVED THAT the City Council of the City of Redlands
adopts the attached procurement policy to promote the procurement of recycled content products and
materials.

POLICY FOR PROCUREMENT OF RECYCLED CONTENT PRODUCTS

Whenever practicable, all departments shall use recycled content products and recycled materials to
meet their needs. This policy is enacted to demonstrate compliance with State requirements and to
foster the development of new improved markets for recycled products.
Definitions
Recycled Material-Waste material and by-products that have been recovered or diverted from the solid
waste stream and can be utilized in place of raw or virgin material in a product. Recycled content
materials may consist of material derived from post-consumer waste,manufacturing waste,industrial
scrap,agricultural waste and other items,a]l of which can be used in the manufacture of new products.
Post-Consumer Recycled Materials-A finished material or product that has served its intended use and
would normally be disposed of as solid waste. Examples of post-consumer recovered materials include,
but are not limited to old newspaper, office paper, green waste (yard waste), steel, glass, aluminum
cans,plastic bottles, oil, asphalt, concrete and tires.
Practicable-Available within a reasonable time period;the recycled product shall be of equal or better
quality or value at either no or minimal additional cost and subject to consideration of product durability
as a criterion of the cost or value of the product.
Pre-Consumer-Materials or by-products generated after manufacturing of a product is completed,but
before the product reaches the consumer. Examples of pre-consumer recovered materials include,but
are not limited to obsolete inventories of finished goods, rejected unused stock and paper wastes
generated during printing, cutting and other conversion operations.
General Policies
The following policies shall guide City departments in the procurement of recycled content products:
1. All departments shall use recycled content products whenever practicable. Special
emphasis shall be placed on the purchase of products manufactured with post-consumer
recycled materials.
2. All departments may require procurement of designated recycled content products above
levels required by this policy.
3. The jurisdiction shall require its contractors and consultants to use recycled content
products in fulfilling contractual obligations whenever practicable.
4. The jurisdiction shall promote the use of recycled content products publicizing its
procurement policy whenever practicable(e.g.,use of recycling symbol and statement
on recycled content products).

Responsibilities of Finance Director or Their Designee
The Finance Director or their designee shall coordinate implementation of the policy. Duties of the
Finance Director or their designee for implementation of the policy includes:
1 Establish a list of recycled products for purchase by all departments when practicable
and shall review purchase requests to encourage the substitution of recycled products
when practicable.
2. Maintain the list through a periodic review of available products. Products may be
added as they become available.
3. Develop standard specifications based on existing data bases available through
recognized and accepted sources (e.g., EPA, CIWMB, etc.) to assist departments in
identifying and purchasing recycled products, including the development of minimum
recycled content standards.He/she shall review the list periodically to update.minimum
content standards.
4. Give preference to approving and promoting the purchase of products with the highest
post-consumer content, all other considerations being equal.
5. Maintain a data base to track the procurement of recycled content products and shall
compile an annual report quantifying the City's use of recycled content products. Such
report shall be compiled in coordination with the City Municipal Utilities Department
for the purpose of quantifying diversion and compliance with AB 939 planning
requirements.
Responsibilities of Departments
Implementation of the policy will require City departments to be responsible for the following:
1. City staff shall identify the recycled content products available and the vendors from
whom such products are available for purchase. This information shall be compiled and
provided to the Finance Director or their designee.
2. City departments shall also provide the Finance Director or their designee with
information regarding purchases of recycled content product for tracking purposes.
3. Departments shall evaluate the recycled products on the established list and shall make
efforts to purchase recycled products when practicable.
