A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING POLICY FOR PRIORITIZATION
OF CODE ENFORCEMENT ACTIONS
WHEREAS, the City of Redlands ("City") presently employs two code enforcement officers
to enforce the provisions of the Redlands Municipal Code; and
WHEREAS, the City also presently lacks the requisite number of code enforcement officers
to proactively enforce all provisions of the Redlands Municipal Code; and
WHEREAS, it is the desire of the City Council of the City to prioritize the City staff's code
enforcement actions in an effort to ensure such actions are in taken in response to City Council-
identified high priority violations;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Redlands
hereby establishes the following prioritized hierarchy for code enforcement action:
I. The City's highest priority for proactive code enforcement are Redlands Municipal
Code violations which substantially jeopardize the health, safety and welfare of
Redlands' residents.
2. The City will proactively enforce the provisions of the City's Sign Code.
3. The City will proactively enforce the provisions of the Redlands Municipal Code
governing adult businesses and massage establishments.
4. The City will proactively enforce substantial violations of the provisions of the
Redlands Municipal Code governing property maintenance. Lesser violations related
to property maintenance and the existence of non-substantial nuisances will be
addressed on a complaint basis.
5. The City will proactively enforce substantial violations of the provisions of the City's
Zoning Ordinance. Lesser violations of the City's Zoning Ordinance will be
addressed on a complaint basis.
6. Other violations of the Redlands Municipal Code such as construction undertaken
without permits, the scavenging of recyclables, carts left at the curb, and
contamination of recyclables will be enforced on a complaint basis.
