A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, COUNTY
OF SAN BERNARDINO, STATE OF CALIFORNIA
ESTABLISHING A DEDICATED SOURCE OF REVENUE FOR THE STATE
REVOLVING FUND LOAN PROGRAM
FOR THE RECYCLED WATER PROJECT
WHEREAS, the City of Redlands is desirous of constructing the recycled water
project; and
WHEREAS, The State Water Resources Control Board has funds available from
the State Revolving Fund loan program which will make available, the money to construct the
recycled water project at a low interest rate; and
WHEREAS, the City of Redlands would like to take advantage of the State
Revolving Fund loan program to construct the recycled water project which will allow the City
to produce and deliver 6 mgd of recycled water; and
WHEREAS,the cost of constructing the recycled water project will be
approximately $25,000,000; and
WHEREAS, the loan will be established around March 2002, and will be paid off
in approximately 20 years; and
WHEREAS, the State Revolving Fund requires that user's fees and revenue from
the sale of recycled water be dedicated toward the payment of said loan; and
WHEREAS. the State Water Resources Control Board requires that one-half of
one percent of the loan amount be placed in a capital replacement fund for a period of 10 years.
NOW THEREFORE, IT IS HEREBY RESOLVED that the City Council of the
City of Redlands hereby dedicates wastewater users charges and revenues from the sale of
recycled water to repay any and all State Revolving Fund Loans on Project C06-4800-110. This
dedicated source of revenue shall remain in effect until such loans are fully discharged unless
modifications or change of such dedication is approved in writing by the State Water Resources
Control Board. The amount of one-half of one percent of the loan amount will be deposited in
fund 521402 (Sewer Service Fund, Capital Reserve) for a period of 10 years.
