ENVIRONMENTAL CONSULTING SERVICES
FOR CALIFORNIA STREET LANDFILL
VERTICAL EXPANSION
AMENDMENT NO: 1.,
This Amendment No�hauthorizes Tom Dodson & Associates, (hereinafter "Consultant") to perform
services included in this Amendment and in accordance with the AGREEMENT dated the 7th day
of January, 1997, for the Vertical Expansion Project for California Street Landfill, and the horizontal
expansion of the borrow site.

This amendment dated November 3, 1997 makes the following changes to the AGREEMENT; all
other provisions of the AGREEMENT remain in effect.
ARTICLE 1 - ENGAGEMENT OF CONSULTANT
No Changes
ARTICLE 2 - SERVICES OF Consultant
2.1 The Scope of Work is amended to include. Attachment A, to this Amendment which
defines the Scope of Work for Consulting services.
ARTICLE 3 - RESPONSIBILITIES OF CITY
No Changes
ARTICLE 4 - PERIOD OF SERVICE
4.1 The schedule for the services included in this Amendment shall be performed in
accordance with the schedule set forth in Attachment B.
ARTICLE 5 - PAYMENTS TO THE Consultant
5.1 The total compensation to perform work under this Amendment shall be in
accordance with Attachment C to this Amendment.
ARTICLE 6 - INSURANCE AND INDEMNIFICATION
No changes.

I . The er`ginal contract for this project identified attendance by Tom Dodson & Associates
(TDA) at fr.)ur hearings. To date, this project has been through a total of six hearings. Of
these TDA has attended five hearings; four Planning Commission and one City Council.
Prior to the Rnvironrnental Review Committee (ERC), TDA revised the Traffic section of the
Initial Study to incorporate revisions requested by the City Public Works Department. This
revision occurred after the package for the ERC was prepared and resulted in a reprint of the
package.
After the close of the public comment period on the environmental document and
determination, the City received comments from the County of San Bernardino. TDA has
prepared responses to these comments and met with City arid County staff to discuss the
comments.
4. TDA was requested by the City to prepare a "line of sight" simulation to assist in determining
the potential visual impacts to possible future developnent southerly of the landfill. TDA met
with City stafrto identify the scope of the view analysis and subsequently the results.
Due to the controversial nature of this project, TDA anticipates that City staff will request
additional support responding to comments and generating data for these responses, TDA
also anticipates that additional meetings with City staff and possibly concerned or interested
parties maybe required, At this time, it is anticipated that up to six more hearings maybe
required for this project.
