RESOLUTION NO. 5423
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
REQUESTING THE LOCAL AGENCY FORMATION COMMISSION TO COMMENCE
PROCEEDINGS FOR THE PERIODIC REVIEW AND EXPANSION OF REDLANDS" SPHERE
OF INFLUENCE
WHEREAS, the City of Redlands desires to initiate proceedings pursuant to the Cortese-
Knox Local Goverment Reorganization Act of 1985, Division 3, commencing with Section 56000
of the California Government.Code, for the periodic review and expansion of the sphere of influence
of the City of Redlands, and
WHEREAS, the territory proposed to be added to the Redlands' Sphere of Influence is
inhabited and a description of the boundaries of the territory is set forth in Exhibit "A" attached
hereto and incorporated herein by this reference; and
WHEREAS, the reasons for the proposed sphere of influence review and expansion are as
follows:
I. The territory proposed to be included within the City's Sphere of Influence is within
the planning area of the City of Redlands as described in the City's General Plan,and
Redlands has studied the present and planned land uses for such territory.
2. In the past, significant development has been proposed in the territory now proposed
to be included within the City's Sphere of Influence, although no sphere of influence
designation has yet been made for such territory by the Local Agency Formation
Commission, resulting in the probable need for additional public facilities and
services.
3. The City of Redlands presently provides utility and other public services within the
territory proposed to be added to Redlands' Sphere of Influence and the City has the
capability and capacity to continue to provide such services.
4. The territory proposed to be added to Redlands' Sphere of Influence contains social
and economic communities of interest similar to those existing within the City of
Redlands.

NOW,THEREFORE,this Resolution of Application is hereby adopted and approved by the
City Council of the City of Redlands, and the Local Agency Formation Commission of San
Bernardino County is hereby requested to commence proceedings for the periodic review and
expansion of Redlands' Sphere of Influence as described in the attached Exhibit "A", according to
the terms and conditions stated above and in the manner provided by the Cortese-Knox Local
Government Reorganization Act of 1985.
ADOPTED, SIGNED AND APPROVED this 21st day of October, 1997.

REDLANDS SPHERE OF INFLUENCE
All that portion in the County of San Bernardino, State of California described
as follows:
Beginning at the southwest corner of Section 8, T.1 S., R.2W., S.B.M.; thence
northerly along the west line of said Section 8 to its intersection with the east-
west centerline of said Section 8; thence easterly along last said centerline to
its intersection with the east line of the southwest quarter of the northeast
quarter of said Section 8; thence northerly along last said line to the
northwesterly line of the San Bernardino County Flood Control District channel
for the Santa Ana River; thence northeasterly along last said northwesterly line
to the north line of Section 9, T.1 S., R.2 W., S.B.M.; thence easterly along last
said line to its intersection with the north-south centerline of said Section 9.,
thence southerly along last said line to its intersection with the east-west
centerline of said Section 9; thence easterly along last said line to its
intersection with the east line of said Section 9; thence southerly along last line
to its intersection with the northeast corner of Section 16, T.1 S., R.2 W.,
S.B.M.; thence easterly along the north lines of Sections 15 and 14, T.1 S., R.2
W., S.B.M. to the east line of said Section 14; thence southerly along last said
line to its intersection with the City of Redlands City Limits Line; thence
westerly along last said City Limits Line and its various courses to the Point of
Beginning.
The total area encompassed in the above description is approximately 4.4
square miles.
