RESOLUTION OF THE CITY COUNCIL APPROVING OPERATION
OF THE EXPERIMENTAL HOUSING AL1,0MANCE PROGRAM IN
THE CITY OF REDLANDS
WHEREAS, under Sections 501 and 504 of the Housing and Urban De-
velopment Act Of 1970, as amended, and Section 23 of the Housing Act
of 1937, as amended, the United States of -America, acting through the
Secretary of the Department of Housing axed U:eban Development, is fund-
ing the County of San Bernardino and the Housing Authority of the
County of San Bernardino to operate an Experimental Housing Allowance
Program; and
WHEREAS, under the Experimental F-ousi,ng Allowance Program, the
County of San Bernardino will provide direct rental subsidies to low
income families to enable theft to select and lease existing, privately
o*v,,m, ed, standard dwelling units for a period of two years; and upon
termination of such two year period, the Housing Aupori tv of the
County of San Bernardino will lease dwelling un?tLt.'s in existing private-
ly owned structures to provide housing for such families for an addi-
tional three year period; and
WHEREAS, local governing body anppro ,al require m d froeach juris-
diction in which the Experimental Housing Allowance Program is to oper-
ate; said Sect-ion 23 provides that the provisions the-reof shall not
apply to any locality unless the governina, body of the locality has, by
resolution, approved the application of such provisions to such local-
ity; and Section 314209 of the California Health and Safety Code pro-
h6i-ts county houLing author-1ties from operat"na in any c-ity with-in the
county for which a local authority has not been authorized to transact
business, unless the consent of the governing body of such city ig ob-
tained; and
WHEREAS, the City of Redlana-4 desires that the Experimental Hous-
ing Allcwance Program operate in the City:
NOW, MERErORE, BE IT RESOLVED BY THE CITY COUNCIL AS _F'OLLOWS :
1� in connection with the oneration and te-rminat-ion of" the Experi-
mental Housing AllooYance Program, the app.'l i cation or the provisions of
Section 23 of the Housing Act of 1931, as amended, to the City of
Redlands is herefliby approved.
2. Vae County Of San Bernardino is he-reby authorized to operate
t'liee Exper-imental Housing Ai=owance -0-rogram in. -the City of Redlands and
pursuant thereto to provide rental assistance payments to families to
lease -dwC111ina units in the Clt-117.
3 Pursuant to Section 34209 of the Californi-a dealth and Safety
Code, consent is hereby given for the Housing Authority of the County
of San Bernardino to operate within the City fo-- the purpose of leas-
ing dtwrelling units for -families after termination of their direct rent-
a! assistance payments under the Experimentcal Housing Allowance Program.
4. This Resolution shall take effect irromediiately.
5. This Resolution shall not in any li.mit or affect the applica-
tion of said Section 23 to the City of Redlands or the au'L-1hority of
the Housing Authority of the County of San Eernardino to operate in
the City of Red-Lands Pursuant to Resolution No. 2860 adopted on Febru-
ary 2, 1971
6. The City Clerk is hereby authorized to certify to the adoption
of this Resolution.
