A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDLANDS STRONGLY URGING THE STATE OF
CALIFORNIA TO RESTORE AND CONTINUE A POLICY OF
PROVIDING FINANCIAL SUPPORT TO THE FAMILY
PLANNING CLINICS IN SAN BERNARDINO COUNTY
AND THROUGHOUT CALIFORNIA.
WHEREAS, Through the State Office of Family Planning (OFP), San
Bernardino County has provided valuable family planning services for 20 years with
a high degree of accountability and professionalism and has widespread community
support; and
WHEREAS, This year's State Budget eliminated $24 million dollars or
approximately 2 /3 of the funding for the State OFP; and
WHEREAS, This budget cut represents $1 million locally and will force nine of
San Bernardino County's 11 Family Planning clinics to close; and
WHEREAS, Because of these budget cuts, services will be terminated for 13,000
women, causing an increase of approximately 3,300 additional unwanted
pregnancies per year and an increase in the number of abortions; and
WHEREAS, A study conducted by the University of California, San Francisco
Medical Center shows that for every $1.00 spent on Family Planning, $11.50 is saved
in subsequent health, welfare, and social services costs, and without Family
Planning Services it will cost the local taxpayers more than $13 million per year in
San Bernardino County alone; and
WHEREAS, Reducing funds for Family Planning is fiscally shortsighted and
represents a needless waste of the taxpayer's money;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Redlands does hereby encourage the State of California to restore financial support
for the Family Planning Clinics in San Bernardino County and throughout
California and continue providing this valuable service to our communities.
ADOPTED, SIGNED, AND APPROVED this 5th day of September, 1989.
