Contract Amendment - Redlands Sports Park - On motion of Councilmember George, seconded by Councilmember Peppler, the City Council unanimously authorized a second amendment to the STB Landscape Architects contract for the Redlands Sports Park to provide construction drawings for 8 acres of lighted soccer fields adjacent to the Big League Dreams facility and a 25300 square foot concessions/restrooms/storage building for a fee of $49,000.00, and authorized the Mayor and City Clerk to execute the document on behalf of the City. Resolution No. 6096 - Beverage Container Recycling - On motion of Councilmember George, seconded by Councilmember Peppler, the City Council unanimously adopted Resolution No. 6096, a resolution of the City Council of the City of Redlands authorizing the submission of a grant application to the California Department of Conservation, Division of Recycling for beverage container recycling in public venues. Contract - Wildland Fire Protection Services - On motion of Councilmember George, seconded by Councilmember Peppler, the City Council unanimously approved a contract with the California Department of Forestry and Fire Protection for wildland fire protection services and authorized the Mayor and City Clerk to execute the document on behalf of the City. Contract - Racial Profiling Reduction Strategy Project - On motion of Councilmember George, seconded by Councilmember Peppler, the City Council unanimously approved the Bluetooth Crime Bulletin, Hotspot, and Racial Profiling Reduction Strategy Project contract with Compaq Computer Corporation and authorized the Mayor and City Clerk to execute the document on behalf of the City. Agreement __roperty Donation - 1006 Oxford Drive - On motion of Councilmember George, seconded by Councilmember Peppler, the City Council unanimously accepted a donation of property located at 1006 Oxford Drive, Redlands (a four-plex acquired as part of the Neighborhood Initiative program) from the County of San Bernardino and authorized the Mayor and City Clerk to execute a donation agreement on behalf of the City. Acceptance of this donation will enable the City, or another agency, to utilize the four-plex to provide educational and recreation services. Upon execution of the donation agreement, the County Board of Supervisors will complete the agreement and transfer ownership. Funds - Donation from University of Redlands - On motion of Councilmember George, seconded by Councilmember Peppler, the City Council unanimously allocated $5,000,00 from the University of Redlands to the Cultural Arts November 5, 2002 Page 5 SECOND AMENDMENT TO AGREEMENT TO FURNISH CONSULTING SERVICES FOR PHASE I OF THE REDLANDS SPORTS PARK This Agreement is made and entered into this 5th day of November 2002, by and between the City of Redlands, a municipal corporation ("City"), and STB Landscape Architects ("Consultant"). In consideration of the mutual promises contained herein, City and Consultant agree to the following amendments to the Agreement to Furnish Consulting Services dated January 18, 2002 (hereinafter the "Agreement"): Section 1. In addition to those services listed in Exhibit "A" to the Agreement, Consultant shall provide additional services as listed in Appendix 1 (October 29, 2002 letter from STB Landscape Architects titled Redlands Spw Ls Park, Phase 1 Soccer Fields). Section 2. In addition to the compensation payable to Consultant in Section 5.1 of the Agreement, Consultant shall be paid the additional sum of $49,000.00 for the additional services described in Section 1, above. The total compensation now payable to Consultant pursuant to the Agreement is $116,060.00. Section 3. Consultant's Services under the Agreement shall now be completed by June 10, 2003. Public Works Department co Subject: Redlands Sports Park, Phase I Soccer Fields Dear Bill, October 29, 2002 I am pleased to present this proposal on behalf of the firm STB Landscape Architects for design services of Phase I of the Redlands Sports Park Soccer Complex. This proposal is to be considered an addendum to the previous contract for Phase I of the Redlands Sports Park, formerly located in the detention basin on Sessums Drive. All conditions of that proposal are applied as if herein contained. I. SCOPE OF WORK The services provided by STB Landscape Architects for the Planning of Redlands Sports Park, Phase I Soccer Fields will reflect the scope of work outlined in your Request for Proposal. It is understood that the project includes: 1. Four, full sized (225 feet x 330 feet) soccer fields with high quality turf, supporting irrigation, and play-Ievel lighting, with appropriate border landscaping on approximately eight acres. 2. A 2,300 square foot concession, restroom and storage building with split level type construction. The facility will be located in between the soccer fields on the 3:1 slope area. The structure will be constructed into the slope. The building will have the following facilities: a. Concessions: 560 square feet b. Women's restroom, six toilets, two sinks C. Men's restroom, four toilets, two urinals. two sinks b. AYSO storage, 350 square feet d. City storage, 750 square feet I II. SCHEMATIC DESIGN PLAN 1. After issuance of a contract we will prepare one schematic plan. The preliminary design of the ball field will indicate the proposed conceptual. grades, restroom floor plan and conceptual elevations, parking for phase I only, and other hardscape element locations along with placement of proposed trees. HL WORKING DRAWINGS 1. After approval of the schematic design by all parties involved we will commence working drawings. Working drawings shall include the;fnllowing items: A. Gradin Plan STB Landscape Architect's consultant, Mapco, will provide a complete precise grading plan for the site. Design work will be based upon the adjacent grading plan Prepared by Hicks and Hartwick. Mapco will provide, minimal site surveying to confirm the existing grades. B. Soils Report STB Landscape Architect's consultant, Mapco, will provide geotechnical soils testing and reports as needed for the project site. C. La out and Construction Plan A complete construction plan will be prepared that indicates all site improvements and facilities on the project site. A construction layout/dimension plan will be provided for all the improvements that will allow location of said elements for construction. D. Irri anon Plan An irrigation plan will be prepared for the entire site. The. irrigation design will provide all equipment and piping layouts, water usage calculations and will be designed within the City's 'water window' of allowable water time. Consideration will be given to prevailing winds, availability of water and future development of the adjacent soccer fields. E. Landscae Plan The planting plan will indicate all plant materials to be used,soil amendment specifications, mow curbing and. other elements necessary for a detailed planting plan. Soils testing will be provided to determine the agronomic needs ofthe proposed plant materials. F. Lighting Plan STB Landscape Architect's consultant, Redlands Engineering, will provide a "play level" lighting plan for the ballfield as requested by the City. 2 G. Restroom Buildina Architectural Drawings STB Landscape Architect's Architecture consultant, Higginson-Cartozian Architects, Inc. will provide complete architectural and structural drawings for the restroom/concession/storage building. H. Project Administration 1 • We will attend four meetings with the City's Project manager and other staff. Additional meetings will be billed as additional services. 2. All design work will be submitted to the City for quality control reviews at 30% and 90% completion. I. Deliverables We will provide the City with the following documents upon completion of the design work: I . One (1) set of original mylar drawings of the final design. 2. Four (4) sets of bluelines of the .final design 3. Four (4) sets of final specifications. J. Construction Biddina Phase We will be available during the construction bidding phase to answer any questions regarding the plans and specifications. Addendums and clarifications will be provided as needed. iV PROJECT SCHEDULE 1. STB Landscape Architects will proceed on the project immediately upon receiving approval form the City. The project will be treated with the highest priority in order to meet the time frame outlined below: I. Project Coordination One week 2. Site Analysis One week 3. Schematic Design Two weeks 4. Staff review and comments One week 5. Working Drawings Six weeks b. Staff review and comments One week 7. Burch R.L.A.2725 4 ATTACHMENT 1 NORMAL HOURLY RATES Landscape Architect -President's time at the fixed rate of. $85.00 per hour Civil Engineer time at the fixed rate of: $85.00 per hour Electrical Engineer time at the fixed rate of: $85.00 per hour Secretary's time at the fixed rate of: $27.00 per hour REIMBURSABLE ITEMS Reimbursable items, such as the cost of blueprinting, graphic reproduction, photo copying and plotting will be billed at our direct cost plus 10%. Check prints will be provided at no cost to the City. TERMS AND CONDITIONS OF PAYMENT We will bill monthly for the portion of work actually completed by us on the project at that time. Payment is due upon receipt. INSURANCE STB Landscape Architects currently carries errors and omissions insurance in the amount of $2,000,000.00. ATTACHMENT 2 [ ADDITIONAL SERVICES - Additional services shall be performed only when requested by the City. Payment for such services shall be in accordance with our normal hourly rates per Attachment. 1. Additional services may include, but are not limited to: l . Making revisions to previously approved drawings to accomplish changes requested by the City. 2• Any work not listed in the previous sections or outlined in the Scope Of Services provided by the City. 3. All Contract administration and site inspections and reviews. 4. Construction staking and layout of the site improvements and grades. OWNERS RESPONSIBILITY 1. Complete information concerning available services and drawings of any oh -site utilities and structures. 2. Any information on restrictions to development or the design program. 2. Any development/plan checking or other fees. 0
