A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
SUBSTITUTING THE DESIGNATION OF THE APPLICANT'S AGENT
FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL
ASSISTANCE FOR AGREEMENT NOS. FEMA-935-DR, FEMA-947-DR,
AND FEMA-979-DR
WHEREAS, the State of California requires three designees authorized to act as Agents
authorized to obtain Federal Financial Assistance on behalf of the City of Redlands;
WHEREAS, the City of Redlands has named James D. Wheaton, City Manager, as one
of three designees for Agreement Nos. FEMA-935-DR, FEMA-947-DR, and FEMA-979-DR;
WHEREAS, James D. Wheaton has been replaced by Gary M. Luebbers as Interim
City Manager of the City of Redlands;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands
that Gary M. Luebbers, Interim City Manager, be designated in place of James D. Wheaton,
as an Applicant's Agent for the purpose of obtaining Federal Financial Assistance, and is
hereby authorized to execute for and in behalf of the City of Redlands, a public entity
established under the laws of the State of California, these applications and to file them in the
Office of Emergency Services for the purpose of obtaining certain federal financial assistance
under P.L. 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency
Assistance Act of 1988, and/or state financial assistance under the Natural Disaster Assistance
Act for the aforementioned declared disasters.
BE IT FURTHER RESOLVED THAT the City of Redlands, a public entity established
under the laws of the State of California, hereby authorizes its agent to provide to the State
Office of Emergency Services for all matters pertaining to such state disaster assistance the
assurances and agreements required.
ADOPTED, SIGNED AND APPROVED this 3rd day of August, 1993.
