A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING DESIGNATION OF APPLICANT'S AGENT FOR THE PURPOSE OF
OBTAINING FEDERAL FINANCIAL ASSISTANCE
WHEREAS, P. L. 93-288 as amended by the Robert T. Stafford Disaster
Relief and Emergency Assistance Act of 1988 provides funds to the State of California and
its political subdivisions for financial subdivisions for financial assistance in the event of
natural disasters; and
WHEREAS, the State of California Office of Emergency Services has been
delegated the responsibility of the administration of the program within the State,
establishing necessary procedures governing applications by cities, counties, districts and
nonprofit organizations under the program; and
WHEREAS, said procedures established by the State Department of Office
of Emergency Services requires the applicant to certify by resolution the designation of
applicant's agents; and
WHEREAS, said application contains assurances that the applicant must
comply with; and
WHEREAS, the applicant will enter into a contract with the State of
California for Project List Exhibit "B";
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby:
1. Approves the filing of an application for financial assistance under P.
L. 93-288 as amended by the Robert T. Stafford Disaster Relief and
Emergency Assistance Act of 1988, and State financial assistance under
the Natural Disaster Assistance Act.
2. Certifies that said applicant understands the assurances in the
application form;
3. Certifies that said applicant has or will have sufficient funds to operate
and maintain the project(s);

4. Authorizes Gary Luebbers, City Manager, Ronald C. Mutter, Public
Works Director; and Peter A. Laaninen, Assistant Public Works
Director, to execute for and in behalf of the City of Redlands, a public
entity established under the laws of the State of California, this
application and to file it in the Office of Emergency Services for the
purpose of obtaining certain federal financial assistance under P.L. 93-
288 as amended by the Robert T. Stafford Disaster Relief and
Emergency Assistance Act of 1988, and/or State financial assistance
under the Natural Disaster Assistance Act for flooding which occurred
beginning February 10, 1995.
5. That the City of Redlands, a public entity established under the laws
of the State of California, hereby authorizes its agent(s) to provide to
the State Office of Emergency Services for all matters pertaining to
such State disaster assistance the assurances and agreements required.
ADOPTED, SIGNED AND APPROVED this 4th day of April, 1995.
