HomeMy WebLinkAbout3147_CCv0001.pdf RESOLUTION NO. 3147 A RESOLU'T'ION OF THE CITY COUNCIL, CITY OF REDLANDS, REQUESTING THAT THE CONGRESS OF THE UNITED STATES ENACT LEGISLA'T'ION SIMPLIFYING THE DISAS'T'ER RELIEF PROCEDURES FOR FEDERAL-AID STREETS AND HIGHWAYS WHEREAS, the City Council of the City of Redlands is responsible for the administration of a City Road. System of approximately 185 miles in length and covering an area of 25 square miles; and WHEREAS, portions of the road system are subject to intense storms and earthquake damage; and WHEREAS, the Disaster Relief Act of 1974 became Public Law 93-288 on May 22, 1974; and WHEREAS, Congress should be commended for substantivally reducing the red tape and eliminating many of the undesirable provisions of the previous disaster relief procedures; and WHEREAS, the provisions of the act will allow for the speedy res- toration of disaster-damaged public facilities covered under the act, but continues the exclusion of Federal- aid .roads from assistance; and WHEREAS, the major street and highway systems of cities and coun- ties in the State of California are designated as Federal-aid roads, requiring disaster-assistance requests to be processed under the lengthy and time-consuming procedures of Title 23 of the United States Code; and WHEREAS, prompt disaster relief is necessary to protect the health, welfare and safety of the citizens of Redlands; NOW, 'T'HEREFORE, BE IT RESOLVED that the City Council of the City of Redlands urgently requests Congress to enact legislation to amend. Title 23 of the United States Code to provide disaster relief assist- ance for Federal-raid highway routes, such, as the Urban and Secondary Systems, that are components of the local city and county street and highway systems in the same manner and providing similar procedures as those set forth in the aforementioned Public Law 93-288, and BE IT FURTHER RESOLVED, that the City Clerk shall forward copies of this resolution to Senators Cranston and Tunney, Congressmen Brown and Pettis, the Secretary of Transportation, the Secretary of Housing and Urban Development, Southern California Association, of Governments, and the League of California Cities.
