A RESOLUTION OF THE CITY OF REDLANDS ESTABLISHING PROCESSING FEES
FOR THE COMMUNITY DEVELOPMENT DEPARTMENT FOR SOCIO-ECONOMIC /
COST BENEFIT STUDIES AND BANNER SIGNS.
Whereas, Chapter 3.16 of the Redlands Municipal Code authorizes the City Council of the
City of Redlands ("this City Council") to levy fees and charges for costs reasonably borne in
providing City services; and
Whereas, this City Council is in the process of implementing Measure U, an initiative to
regulate growth in the City, which includes a requirement for preparation of socio-economic/cost
benefit studies as part of the development review process, and a new sign ordinance which includes
provision for banner signs; and
Whereas, the City needs to capture the associated processing and handling costs as part of
the review of socio-economic/cost benefit studies and the processing of permits for banner signs;
and
Whereas,this City Council has found and determined that the fees and charges established
by this resolution do not exceed the estimated reasonable costs of providing the services for which
the fees and charges are imposed; and
Whereas, this City Council has further found and determined that the fees and charges
established by this Resolution are reasonable, fair and equitable in nature and proportionately
representative of the costs incurred by the city in providing the services; and
Whereas,this City Council has made available for review by the public,at Ieast ten(10)days
prior to the public hearing and meeting at which this Resolution is presented, copies of the reports
with data indicating the amount of estimated costs required to provide the services for which the fees
and charges are imposed, and revenue sources anticipated to provide the services, including general
fund revenues;
THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS as follows:
Section 1. The fees for providing Community Development Department services for socio-
economic studies and cost/benefit analyses and banner flags are as set forth below:
A. Socio- Economic Study And Cost/Benefit Analysis
1. Projects that require preparation of $5000 deposit
an environmental impact report
2. Projects that require preparation of a negative $2500 deposit
declaration or mitigated negative declaration.
B. Banner/Temporary Signs $35
ADOPTED, SIGNED AND APPROVED this 3rd day of March, 1998.
