A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDLANDS ESTABLISHING A SCHEDULE OF FEES IN-LIEU OF MEETING
PARKING REQUIREMENTS AND ADOPTING MAPS OF PARKING FEE AREAS
WHEREAS, the City Council of the City of Redlands has
adopted Ordinance No. 2159 , which establishes a requirement for the
payment of in-lieu parking fees by new construction, additions, and
changes of use within the boundaries shown on Map A to ensure that
new parking facilities are constructed and made available concur-
rent with the need caused by the new development or changes of use;
and
WHEREAS, Ordinance No. 2159 provides that certain
findings must be made to ensure that the project makes an overall
positive contribution to the City of Redlands; and
WHEREAS, the Public Works Director has undertaken a
new comprehensive study of the costs for new parking facilities and
improvements in the general downtown area caused by new develop-
ment; and
WHEREAS, the results of the Public Works Director's
study demonstrate that the amount of in-lieu parking fees should be
based upon the cost of providing the required parking and on the
relative parking needs of the various uses; and
WHEREAS, the fees collected pursuant to this resolu-
tion shall be used to finance parking facility construction as
required by the General Plan and the Redlands Municipal Code; and
WHEREAS, the facts and evidence presented to this
Council establish that there is a reasonable relationship between
the cost of parking facility improvements for which the correspond-
ing fee is charged;
NOW, THEREFORE, be it resolved by the City Council of
the City of Redlands as follows:
SECTION 1. In-lieu parking fees for development with-
in areas shown on the attached Map B are hereby determined to be:
Sub-Area "A" $8, 025. 00/parking space
Sub-Area "B" $7, 590. 00/parking space
Sub-Area "C"' $6, 880. 00/parking space
SECTION 2 . Uses such as churches, clubs and other
institutions which have their greatest parking needs on the weekend
shall pay a prorated fee based on hours of use.
SECTION 3 . The above rates and categories of uses are
based on the premise that joint use agreements will be encouraged
in order to minimize as much as possible the land area devoted to
parking in the downtown area.
SECTION 4. Parking facilities shall not be construc-
ted in the Open Space Zone (0) of Smiley Park.
SECTION 5. Fees collected in subareas 1, 2 , 3 , 4, and
5 designated on Map C shall be spent for parking development in the
subareas where fees were collected.
SECTION 6. If a parking district is subsequently
formed in an in-lieu parking fee area, the previous payment of
in--lieu fees shall be taken into account when determining
assessments on individual properties. J
