A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RELATING TO TRANSPORTATION FACILITIES FEES AND
RESCINDING RESOLUTION NOS. 6561. AND 6573
Whereas, the City Council of the City of Redlands ("this City Council") engaged the
services of a consultant to prepare a comprehensive public facilities fee study to determine the
maximum justified fees to impose on new development to ensure payment of the capital costs of
necessary public facilities to serve such new development; and
Whereas, as part of that public facilities fees study, a report was prepared entitled "City
of Redlands Transportation Facilities Fee Study," dated November, 2006, which summarized an
analysis of the need for transportation facilities and capital. improvements to support new
development within the City; and
Whereas, on December 19, 2006, and based upon the Transportation Facilities Fee Study,
this City Council adopted Ordinance No. 2652 to establish a Transportation Facilities Fee to
implement the City's General Plan to ensure that streets, street improvements, and traffic signal
improvements and facilities which meet City standards are available concurrent with the need
caused by new development in the City; and
Whereas, pursuant to Ordinance No. 2652, this City Council subsequently adopted
Resolution No. 6561 to establish the specific amount of the Transportation Facilities Fee; and
Whereas, after adoption of Resolution No. 6561, City staff undertook further review of
the assumptions contained in the Transportation Facilities Fee Study, and the improvements
described therein, and determined that several of the assumptions made and the improvements
described in the Transportation Facilities Fee Study needed refinement; and
Whereas, a subsequent, updated report has now been prepared and presented to this City
Council entitled "The City of Redlands Public Facilities Fee Study," dated May 15, 2007, which
contains an updated analysis of the need for transportation facilities and capital improvements to
support new development within the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows:
Section L. A Transportation Facilities Fee is hereby established for new development
projects in the amount of$ 260.00 per vehicle trip generated by such new development. For the
purposes of this section, a "trip" is defined as the average of the number of trip ends per unit of
independent development using a site's driveway(s). Trips may be developed based on the
Institute of Transportation Engineers (ITE) Trip Generation Manuel or based on a traffic analysis
developed by an independent consulting traffic engineer and approved by the Public Works
Director for the specific development. The proceeds collected from the imposition of the fee
shall be deposited into three separate sub-accounts in the City's Transportation Improvement
Fund in the following percentages:

1. Arterial System -- 60%
2. Freeway Interchanges — 30%
3. Traffic Signals— 10%
Section 2. This Resolution shall take effect upon the effective date of City of Redlands'
Ordinance No. 2661.
Section 3. This City Council further determines that the approval of this Resolution is
exempt from review under the California Environmental Quality Act ("CEQA") pursuant to
CEQA Guidelines section 15061(b)(3) which provides that CEQA applies only to projects which
have the potential for causing a significant effect on the environment. This City Council finds
that it can be seen with certainty that there is no possibility that the approval of this Resolution
may have a significant effect on the environment.
