A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING A PROCESSING FEE FOR THE REVIEW, APPROVAL
AND INSPECTION OF WATER QUALITY MANAGEMENT PLANS
Whereas, under the authority of the Federal Clean Water Act, the Santa Ana Regional Water
Quality Control Board has imposed the requirement upon the City, in the City's NPDES permit, to
ensure that all new development proposed within the City submit Water Quality Management Plans
as part of such development's land use entitlement applications; and
Whereas, pursuant to Government Code section 65104, the City Council of the City of
Redlands may establish fees to support the work of its planning agency in reviewing and approving
Water Quality Management Plans; and
Whereas, this City Council has found and determined that the fees established by this
Resolution do not exceed the reasonable costs of providing the services for which the fees are
imposed; and
Whereas, this City Council has determined that all costs incurred by the City relating to the
review and processing of Water Quality Management Plans shall be borne by the applicants for new
development who submit Water Quality Management Plans; and
Whereas, in accordance with Government Code section 66016, prior to levying these new
fees, the City has held an open and public meeting at which oral and written presentations could be
made regarding the fees;
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS:
Section 1. There is hereby established a "WQMP Review" fee to recoup the costs the City
incurs in contracting with its consultant to perform services relating to the review and approval of
Water Quality Management Plans which are required to be submitted to the City by applicants for
new development proposed within the City. The fee for the review and approval of each individual
Water Quality Management Plan shall be the actual cost billed to the City by its consultant for
review of such plan as established in the contract entered into by the City with AEI-CASC
Engineering dated October 5, 2004.
Section 2. As part of a completed development application, each applicant for new
development within the City shall pay a deposit which shall be applied toward the WQMP Review
fee established by this Resolution. The deposit is based upon the complexity of review for the
individual Water Quality Management Plan as set forth below:

Section 3. There is hereby established a"WQMP Inspection" fee to recoup the costs the City
incurs in performing in-house inspections fo Water Quality Management Plans and related
improvements ("Best Management Practices') developed and constructed by applicants for new
development proposed within the City. The fee shall be in the following amounts:
Basic Review Inspection..................$300
Standard Review Inspection ............$600
Complex Review Inspection..........$1000
Section 4. The fees established by this Resolution shall take effect sixty(60) days after the date
of adoption of this Resolution.
