THIS COVER SHEET ADDED TO PROVIDE ADEQUATE SPACE FOR RECORDING INFORMATION ($3.00 Additional Recording Fee Applies) DOC #2023-0057386 Page 2 of 4 RESOLUTION NO. 8321 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DESIGNATING THE PROPERTY LOCATED AT 1605 CALVARY CIRCLE AS A HISTORIC RESOURCE (HISTORIC AND SCENIC RESOURCE NO. 135) WHEREAS, Guadalupe Cobanov ("Applicant") has filed applications for Amendment No. 47 to Specific Plan No. 40, Conditional Use Permit No. 1107, Variance No. 799, Historic Parking Modification No. 31, and Historic Resource Designation No. 135 for an adaptive reuse project to establish a medical office use in a residential building, and construct a 1,238 square foot two-story addition, with associated improvements (collectively, the "Project") located at 1605 Calvary Circle (the "Property") (San Bernardino Assessor's Parcel No. 0293-133-13-0000); and WHEREAS, Chapter 2.62 of the Redlands Municipal Code establishes rules and regulations governing the designation, preservation and perpetuation of historic and scenic properties; and WHEREAS, the Historic and Scenic Preservation Commission held a duly noticed public hearing on November 4, 2021, and considered the designation of, and subsequently nominated the Property as, a historic resource in accordance with procedures established in Chapter 2.62 of the Redlands Municipal Code; and WHEREAS on April 8, 2022, notice of the City Council's public hearing for the Project was published in the Redlands Daily Facts by the City Clerk; and WHEREAS, on April 19, 2022, the City Council held a duly noticed public hearing to consider the recommendation of the Historic and Scenic Preservation Commission; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows: Section 1. The City Council hereby determines that the approval of the Project and this Resolution are exempt from review under the California Environmental Quality Act ("CEQA") pursuant to Sections 15061(b)(3), 15301, 15305, and 15331 of the State's CEQA Guidelines. Section 2. The Property is hereby designated as a historic resource in accordance with the provisions and criteria contained in Section 2.62.170 of the Redlands Municipal Code. The Property, with the exception of the non-contributing detached garage constructed in 1980, was originally constructed with a single-family dwelling in or around 1905-1906, embodies elements of architectural design, detail, materials, or craftsmanship that represent a significant architectural innovation, has unique design or detailing, and is a particularly good example of a period or style. Section 3. The primary structure located on the Property shall be officially known as the "Marshall House." Section 4. Section 5. The City Clerk is hereby directed to cause a certified copy of this Resolution to be recorded with the County Recorder, County of San Bernardino.
