A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF REDLANDS SUPPORTING THE REGIONAL CALIFORNIA
IDENTIFICATION PROGRAM NOW IN THE PLANNING STAGES FOR
BOTH RIVERSIDE AND SAN BERNARDINO COUNTIES
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF REDLANDS as follows :
SECTION ONE: RECITALS.
A. The state-of-the-art automated fingerprint identifi-
cation system will result in a significant increase
in identifying those responsible for crimes quickly
and accurately. It is projected that the crime
clearance rate will actually double as the computer
rapidly searches both state and local fingerprint
records for matches .
B. The regional beards overseeing the entire project are
now in the formulative stages and it is anticipated
that the system will be on line and functional by
September of 1986 .
C. Senate Bill 190 has authorized the State of California
to fund 70% of the two million dollars for Riverside
and San Bernardino Counties to purchase the necessary
equipment. The remaining cost for equipment and
maintenance will , in all probability, be determined by
a formula arrived at by combining Part I Crimes and
population for each jurisdiction.
D. The Automated Fingerprint Identification System is one
of the most noteworthy and effective investigative aids
developed to date .
SECTION TWO: IMPLEMENTATION.
The Mayor and City Council of the City of Redlands support
the proposed San Bernardino-Riverside County Regional California
Identification Program and endorse the efforts of the San Bernardino
County Sheriff ' s Department in making the program a reality .
SECTION THREE: The City Clerk of the City of Redlands is
hereby authorized to direct a certified copy of this Resolution
to Sheriff Floyd Tidwell of the County of San Bernardino.
ADOPTED, SIGNED AND APPROVED this 7th day of January, 1986 .
