A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
DECLARING ITS INTENTION TO VACATE A PORTION OF STREET
RIGHT-OF-WAY LOCATED ALONG RESERVOIR ROAD WESTERLY OF
WABASH AVENUE (STREET VACATION NO. 191)
WHEREAS, Terracina Recovery, LLC ("Applicant"), has filed an application for Street
Vacation No. 191 proposing to vacate a portion of excess and unneeded street right-of-way along
the frontage of vacant property (APN: 0174-281-13-0000) along Reservoir Road, for
approximately 1,317 feet in length with varying widths, and generally located at the northwest
corner of Reservoir Road and Wabash Avenue; and
WHEREAS, the City is authorized to vacate all or part of a public street pursuant to
California Streets and Highway Code section 8300 et seq.; and
WHEREAS, pursuant to section 8340 of the California Streets and Highways Code, the
City may, for public convenience and necessity, reserve and except public service easements from
a street vacation; and
WHEREAS, a proposed street vacation qualifies for exemption from environmental review
in accordance with the California Environmental Quality Act ("CEQA"), pursuant to Section
15061(b)(3) of the State CEQA Guidelines for projects where there is no possibility of any
significant environmental effects; and
WHEREAS, at its meeting on January 24, 2023, the City of Redlands Planning
Commission recommended to the City Council that the proposed street vacation will conform to
the City's General Plan; and
WHEREAS, the City Council intends to vacate the excess right-of-way of a portion of
Reservoir Road, as more particularly described in Exhibits "A" and "B" to this resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The City Council hereby declares its intention to vacate a portion of the right -
of way roadway along Reservoir Road approximately 1,317 feet in length (with varying widths)
adjacent to Assessor's Parcel Number 0174-281-13-0000, as further described in Exhibit "A"
(Legal Description) and Exhibit `B" (Plat) attached hereto and incorporated herein by reference.
Section 2. The City Council will conduct a public hearing on the proposed street vacation
at a regularly scheduled public meeting of the City Council on April 18, 2023, beginning at 6:00
p.m., or as soon thereafter as the matter may be heard, to be held in the City Council Chambers
located at 35 Cajon Street, Suite 2, Redlands, California 92373.
Section 3. The City Clerk shall give notice of the public hearing on the public hearing
on the proposed vacation by:
A. Publishing notice in the Redlands Daily Facts, for two successive weeks prior to the
hearing; and
B. Posting notices of the proposed street vacation conspicuously at Reservoir Road at least
two weeks prior to the date set for the public hearing. The notices shall be posted no
more than 300 feet apart, and at least three such notices shall be posted. The notices
shall reference the adoption of this Resolution of Intention and shall state the date, time,
and place of the street vacation hearing.
