Dear Mr. 'Ihaley:
A suggestion has been presented which may be used
to expedite the processing of memorandums of agreement for
the expenditure of 5/80 gas tax funds.
The suggestion eliminates the need for councilmanic
authorization for execution of each supplemental agree-
ment. This may be accomplished by having the City
Council prepare a resolution at the beginning of the fiscal
year authorizing certain key officials to sign and execute,
for andon behalf of the City, all agreements with the State
of California providing for the expenditure of gas tax funds
during the fiscal year. An example of such a resolution is
attached. You will note that this particular resolution
provides for the signature of the Mayor and City Clerk, how-
ever. any city official or officials may be designated by
the Council to sign and execute these agreements,
When the City elects to use this procedure, it
will be necessary to attach a certified copy of the resolu-
tion to each agreement and supplemental agreement in order
to show evidence that the officials have been authorized by
the Council to sign such agreements .
The use of the above procedure is entirely optional
with the City.
