HomeMy WebLinkAbout2231_CCv0001.pdf RESOLUTION NO. 2231 A RESOLUTION OF THE CITY OF REDLANDS, CALIFOrTIA , CONCERNING STATE GASOLINE TAX REVENUES Ft;i THE IMPROVEMENT OF LOCAL STREETS . WHEREAS, City street and county road deficiencies , as impartially reviewed by the Senate Interim Committee on High- ways, Streets , and Bridges in 1954 and 1956, and as reported in the Federal 210 Study, and as more recently reported by cities and counties in California in compliance with Senate Concurrent Resolution No. 62, overwhelmingly exceed the defi- ciencies of the State Highway System; and WHEREAS, City streets and county roads are essential elements of our total highway transportation system; and WHEREAS, Future growth will place heavy demands upon an already inadequate system of local roads and streets ; and WHEREAS, City street and county road deficiencies cannot be corrected with existing sources of revenue ; and WHEREAS, The State will require all of its existing State and Federal revenue to correct deficiencies in the State Highway and Freeway System; and WHEREAS, Consideration should be given to city streets and county roads along with State highways and freeways , and deficiencies on all three systems corrected at a comparable rate in order to have a complete roadway network; and WHEREAS, Cities throughout California are currently demonstratin their concern for traffic needs by financing more than 75� of City street improvements from local property takes and other non-highway user revenues, and despite this effort they are falling farther behind; and WHEREAS, The needs of the City of Redlands to eliminate such deficiencies to the year 19$0 are $9,101,000.00 (as re- ported in SCR 62 , County Road and City Street Deficiencies 3tudy) ; and the City of Redlands is assuming its fu1I share of responsibility for correcting its city street deficiencies within its financial ability; and ti:: ,R�:A:= , a disproportionate spar€-of city street costs are borne y the local property owner; and there is a great demon- strable need for additional revenue to meet city street and county road deficiencies ; T#C1'�', "H ; F,i GR F-1 T'r -E� GLVEB by the City Council of the City of fedlands , California , that it does hereby most strongly urge the .'tate Legislature to increase the :)'tate Motor Vehicle Fuel Tax by an amount of one cent per gallon for direct allocation to cities and counties for correction of city street and county road deficiencies at a rate comparable to the correction of deficiencies on the :Mate Highway System; and BE iT FURTHEH RESOLVED, that the City Clerk be instructed to transmit a copy of this resolution to the City's legislative representatives , the cities and Board of Supervisors of San Ber- nardino County, and the League of California Cities. 1 hereby certify that the foregoing resolution was duly and regularly passed and adopted by the City Council of the City of Redlands at an adjourned regular meeting thereof held on the Li, day off ^n��_� � _, 1962• City Uerk of th City of Redlands
