HomeMy WebLinkAbout5221_CCv0001.pdf RESOLUTION NO. 5221 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING THE REDLANDS GENERAL PLAN AND REPEALING PAST RESOLUTIONS RELATING TO THE GENERAL PLAN RECITALS WHEREAS, the City of Redlands recognizes the need for a General Plan to guide the future growth and development of the City and its planning area; and WHEREAS, Section 65300 of the California Government Code requires the preparation and adoption of a comprehensive general plan for the physical development of the City and its environs, and in conformance with Section 65300, the City of Redlands has previously adopted a General Plan; and WHEREAS, changing economic, social and physical circumstances and new requirements for internal consistency of the General Plan have made it necessary to update the existing General Plan to meet the needs of Redlands' citizens and promote the general welfare; and WHEREAS, the City Council of the City of Redlands directed staff to prepare a comprehensive update of the City's General Plan; and WHEREAS, a comprehensive study was commissioned and completed by Blayney Dyett Greenberg, Planning Consultants, Smith, Peroni & Fox, PIanning Consultants, Inc.; the City of Redlands Community Development Department, and other specialists, which resulted in extensive background documentation which serves as the basis for preparation of the updated General Plan; and WHEREAS, a twenty-one (21) member General Plan Citizens Committee was established by the City Council which met from October, 1988 through March, 1992, held over 40 public meetings and heard extensive testimony from the public, property owners, and local agencies regarding the General Plan; and WHEREAS, a series of five (5) neighborhood community meetings were publicized and held to present the General Plan, respond to questions, and to obtain testimony from those in attendance on the proposed plan; and WHEREAS, extensive public review, continent and input into the General Plan has occurred; and WHEREAS, public hearings before the Planning Commission and the City Council to consider the General Plan. were duly called, noticed and held, and DJM717LE WHEREAS, pursuant to the California Environmental Quality Act, a Final Environmental Impact Report has been prepared, considered, and recommended for certification which adequately addresses the general environmental setting of the proposed General Plan; its significant environmental impacts and the alternatives and mitigation measures related to each significant environmental effect of the proposed General Plan; and WHEREAS, the establishment and implementation of the General Plan will not be injurious or detrimental to property or improvements within the City of Redlands, or to the general welfare of the City of Redlands; and WHEREAS, the Planning Commission has recommended to the City Council adoption of the Redlands General Plan, as presented, and consisting of the following elements: Growth Management, City Design and Preservation, Land Use, Circulation, Housing, Open Space and Conservation, Health and Safety, Noise, Human Services, and Economic Development. BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. The Redlands General Plan dated October 17, 1995 in the form on file in the Office of the City Clerk of the City of Redlands is hereby adopted. Section 2. Resolution Nos. 2979, 3054, 3083, 3102, 3149, 3543, 3580, 3612, 3657, 3703, 3729, 3836, 3852, 4025, 4044, 4046, 4061, 4087, 4138, 4139, 4169, 4170, 4194, 4233, 4234, 4243, 4281, 4306, 4317, 4374, 4408, 4569, 4696, 4719, 4916, 4921, 4949, 4972 of the City Council of the City of Redlands are hereby rescinded. Section 3. This Resolution shall take effect October 19, 1995. ADOPTED, SIGNET) AND APPROVED this 17th day of October, 1995.
