A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ASSIGNING AN AMERICANS WITH DISABILITIES ACT (ADA)
COORDINATOR, UPDATING A GRIEVANCE PROCEDURE FOR
COMPLAINTS RELATING TO THE AMERICANS WITH DISABILITIES
ACT, AND RESCINDING RESOLUTIONS NO. 6248 AND 7171
WHEREAS, assigning an Americans with Disabilities Act (ADA) Coordinator and updating
the grievance procedure for complaints relating to the ADA is needed for the City of Redlands;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The City Council of the City of Redlands hereby authorizes the City Manager, or
his/her designee, to be an ADA Coordinator.
Section 2. The City Council of the City of Redlands hereby adopts the following Grievance
procedure pursuant to the Americans with Disabilities Act:
"This Grievance Procedure is established to meet the requirements of the Americans with
Disabilities Act. It may be used by any member of the public who wishes to file a complaint alleging
discrimination on the basis of his or her disability and the policies or the provision of services,
activities, and programs of the City of Redlands.
The complaint should be in writing and contain information about the alleged discrimination
such as the name, address, and phone number of the complainant, and the location, date, and
description of the problem. Alternative means of filing complaints such as personal interviews or a
recording of the complaint will be made available for persons with disabilities upon request.
The complaint should be submitted by the complainant as soon as possible, but not later than
sixty (60) calendar days after the alleged violation, to:

Within fifteen (15) calendar days after receipt of the complaint, the City's ADA Coordinator
will meet with the complainant to discuss the complaint and its possible resolution. Within fifteen
(15) calendar days after the meeting, the City will respond in writing, and where appropriate, in a
format accessible to the complainant, such as large print, Braille, or audio tape. The response will
explain the position of the City and offer options for substantive resolution of the complaint.

If the response by the City's ADA Coordinator does not satisfactorily resolve the issue, the
complainant may appeal the decision of the ADA Coordinator within fifteen (15) calendar days after
receipt of the response, to the City Manager.
Within fifteen (15) calendar days after receipt of the appeal, the City Manager will meet with
the complainant to discuss the complaint and its possible resolution. Within fifteen (15) calendar days
after the meeting the City Manager will respond in writing, and, where appropriate, in a format
accessible to the complainant, with a final resolution of the complaint.
All written complaints received by the City's ADA Coordinator appeals to the City Manager
and responses from the ADA Coordinator and City Manager will be kept by the City for at least three
(3) years."
Section 3. That Resolutions No. 6248 and 7171 of the City Council of the City of Redlands
are hereby rescinded.
