HomeMy WebLinkAbout4696_CCv0001.pdf RESOLUTION NO. 4696 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, CALIFORNIA DECLARING NECESSITY FOR AN EXTENSION OF DEADLINE BY THE STATE OF CALIFORNIA OFFICE OF PLANNING AND RESEARCH FOR PREPARATION AND ADOPTION OF A GENERAL PLAN REVISION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS: 1. That a public hearing has been held before the City Council of the City of Redlands pursuant to California State Code section 65361 and Redlands Municipal code; and 2 . That said City Council has determined that the following elements of the General Plan require updating and reformating: Land Use, Circulation, Housing, Conservation, Open-space Noise, Safety, and Air Quality; and 3 . That said City Council has approved a twenty-four month schedule of work to prepare and adopt a revised General Plan; and 4 . That said City Council approved an extension in 1989 with a revised schedule of work; and 5. That said revised schedule has been delayed because data required for the General Plan to be provided by another agency and is now in the process of being provided as documented by Exhibit A, attached hereto; and 6. That the City Clerk of the City of Redlands is hereby directed to file with the State of California Office of Planning And Research, this resolution that declares a necessity for an extension of time to prepare and adopt a General Plan Revision. Box 3005 Redlands, CA 92374 This letter is in response to your request for an explanation why the parcel information the County is providing to the City has been late or not delivered. I realize the predicament the County has placed the City in with our inability to deliver the required data in a timely manner. However we are making every attempt to satisfy your requirements. The County's first priority in providing the parcel data is making sure that the data is of a high quality. The County originally contracted the parcel mapping of Redlands to a local mapping contractor. The contractor continually delivered poor quality data even after notification by the County that the data was not acceptable. As a result, a portion of Redlands was completed by the contractor and the contract was terminated. The County then decided to map the remaining portion of Redlands for two reasons. The remaining portion of the project area represented a very difficult mapping area which requires expertise with historical deeds and other documents. Secondly, the budgeted amount of funds available for Redlands prevented adequate external expertise to be hired to complete the project . The County has made steady progress towards the completion of the mapping area, albeit slow progress. The County Assessor has had two technicians assigned over the last nine months and have been supported by the County Surveyor on several occasions to resolve survey conflicts. This has been a very slow and tedious process for all involved. I am confident that all mapping will be completed within the next three months, we are 95t complete at this time. I regret any operational, fiscal, or political difficulties our delays may have caused the City.
