HomeMy WebLinkAbout6929_CCv0001.pdf RESOLUTION NO. 6929 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING AN AMENDMENT TO THE HOUSING ELEMENT OF THE CITY OF REDLANDS GENERAL PLAN(GENERAL PLAN AMENDMENT NO.2010- 1-A) WHEREAS,in accordance with Government Code section 65353,the Planning Commission of the City of Redlands has reviewed a proposed amendment to the Housing Element of the City of Redlands' General Plan(General Plan Amendment No.2010-1-A)and,after notice and the holding of a public hearing thereon,made a written recommendation for adoption of such amendment to the City Council of the City of Redlands("this City Council"); and WHEREAS, on April 6, 2010,this City Council held a duly noticed public hearing on the proposed Housing Element amendment,at which time this City Council provided the City staff and the public with the opportunity to present verbal and written testimony; and WHEREAS,following the public hearing on the proposed.Housing Element amendment,this City Council determined that adoption of the proposed amendment was in the best interests ofpublic health, safety and general welfare; and WHEREAS, pursuant to the California Environmental Quality Act ("CEQA"), a negative declaration was previously adopted by this City Council on October 21,2008 in connection with the City Council's adoption of the 2008 Housing Element Update; and WHEREAS,this proposed amendment to the adopted 2008 Housing Element which is being considered by the City Council does not effect any significant, substantive changes to the General Plan Housing Element,but rather simply expands and clarifies information and policies contained in the Housing Element in response to comments from the State Department of Housing and Community Development during its review process ofthe City's 2008 Housing Element Update;and WHEREAS,the adoption of this Resolution and the proposed Housing Element amendment to the Redlands General Plan is exempt from further review under CEQA pursuant to Section 15162 of the State's CEQA Guidelines, based upon the City Council's determination that a subsequent negative declaration is not warranted for the proposed amendment for the following reasons: A. The proposed Housing Element amendment would not require major revisions of the previous negative declaration adopted for the 2008 Housing Element Update due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified effects; S. No substantial changes have occurred with respect to the circumstances under which the proposed Housing Element amendment will be implemented such that major revisions of the previous negative declaration adopted for the 2008 Housing Element -I- Update are required due to the involvement of new significant effects or a substantial increase in the severity of previously identified significant effects; and, C. There is no new information of substantial importance with respect to the proposed Housing Element amendment's environmental consequences that was not known at the time the previous negative declaration was adopted for the General Plan 2008 Housing Element Update which would show that implementation of the proposed Housing Element amendment will have a significant effect not previously discussed in the prior negative declaration, will result in more severe significant effects, or which would require new or modified mitigation measures. Section 2. The General Plan Housing Element(Amendment No.2010-1-A),in the form attached hereto as Exhibit"A," is hereby adopted. ADOPTED, SIGNED AND APPROVED this 6th-delay of April, 2010.
