A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
IMPLEMENTING THE VOTER-APPROVED INITIATIVE AMENDING THE REDLANDS
GENERAL PLAN COMMONLY KNOWN AS MEASURE"U,"AS THE MEASURE RELATES
TO SOCIO-ECONOMIC IMPACT STUDIES
WHEREAS, Section IA.10(b) of Measure "U" provides in relevant part that "Every
development project proposal requiring a general plan amendment,zoning amendment,subdivision
map,specific plan or,for projects involving structures larger than 5,000 square feet,conditional use
permit approval, shall submit a socio-economic impact analysis and costibenefit study . . .;" and
WHEREAS, this City Council has conducted several workshops regarding the types of
development projects which shall be subject to the socio-economic impact report requirements of
Measure "U" and has received verbal and written testimony from members of the public on the
Measure's socio-economic impact report requirements; and
WHEREAS,it is the consensus of the City Council and the members of the public who have
provided testimony to this City Council that a proper reading of Measure"U"suggests that the type
of"development project" required to submit a socio-economic impact report is a development
project which shows a specific plan for building design or construction,such as a subdivision map,
conditional use permit, commission review and approval or building permit, not a development
project which merely consists of a general plan amendment or zone change;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. In accordance with Section 1 A.10(b) of Measure "U," which amended the
Redlands General Plan, only those development projects which are submitted to the City with a
specific building design or construction plan,and which require one of the listed entitlements within
Section IA.I0(b)of Measure"U,"shall be required to submit a socio-economic impact analysis and
cost/benefit study.
