HomeMy WebLinkAbout3836_CCv0001.pdf RESOLUTION NO. 3836 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS FOR ADOPTION OF AMENDMENT NO. 27 TO THE GENERAL PLAN WHEREAS , the Planning Commission of the City of Redlands has pre- pared an amendment to the General Plan and adopted such amendment in R.P .C . Resolution Nos . 565-569 , inclusive, after holding public hearings upon notice in accordance with the Government Code of the State of California; and WHEREAS , R.P.C. Resolution Nos . 565-569, inclusive, have been certified to the City Council of the City of Redlands; and WHEREAS , on the 10th day of July, 1982, Notice of Public Hearing was published in the Redlands Daily Facts ; and WHEREAS, on the 20th day of July , 1982, the City Council has held a duly advertised public hearing concerned with the proposed amendment to the said General Plan; and WHEREAS, following said Public Hearing, the City Council declares that the proposed amendment is in the interest of the public health, safety and general welfare; and WHEREAS, all of the provisions of the Government Code relating to the amendment of a general plan have been complied with; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands : That the amendment to the General Plan adopted by the Planning Commission in Resolution Nos . 565-569, inclusive, shall be adopted as follows : AMENDMENT NO. 27 TO THE GENERAL PLAN OF THE CITY OF REDLANDS A. RESIDENTIAL (1) Change from Medium Density Residential to Low Density Residential : Extend Low Density Residential designation into area northeasterly of Center Street and Cypress Avenue. (2) Change from Low Density Residential to Medium Density Residential : Extend Medium Density Residential designa- tion south of Barton Road and westerly of Bellevue Avenue. (3) Change from Urban Reserve and Light Industrial to Medium Density Residential : Extend Medium Density Residential designation north of Barton Road, west of Alabama Street and vicinity of northeast and northwest corners of Orange Avenue and Alabama Street. (4) Change from Urban Reserve to Medium Density Residential : Extend Medium Density Residential to properties on south- east and northwest corners of Redlands Boulevard and California Street. (5) Change from Medium Density Residential to Low Density Residential : Establish Grove Street extended as easterly boundary of Medium Density Residential and westerly boundary of Low Density Residential on Lugonia Avenue. Replace Medium Density Residential on north side of Lugonia Avenue between University Street and Grove Street extended with Low Density Residential. B . COMMERCIAL (1) Change from Urban Reserve to General Commercial: Extend Commercial designation westerly from Wabash Avenue on south side of Lugonia Avenue. (2) Change from Low Density Residential to Neighborhood Commercial : Designate properties around the intersection of Brookside Avenue and Lakeside Avenue as Neighborhood Commercial . (3) Relocate proposed Neighborhood Commercial symbol : Change proposed Neighborhood Commercial symbol from southwest corner of Lugonia Avenue and New York Street extended to north side of San Bernardino Avenue, east of Tennessee Street Freeway. C. INDUSTRIAL (1) Change from Urban Reserve to Light Industrial : Extend Light Industrial designation south of Redlands Municipal Airport. (2) Change from Urban Reserve to Light Industrial : Extend Light Industrial designation south of Redlands Boulevard and west of Alabama Street. (3) Change from Low Density Residential to Urban Services : Extend Urban Services designation easterly from Tennessee Street extended to New York Street, south of Lugonia Avenue. Resolution No . 3836 - Page two (4) Change from Medium Density Residential to Light Industrial : Extend Light Industrial designation to include southeast corner of Tennessee Street and Citrus Avenue. (5) Change from Urban Reserve to Urban Services : Extend Urban Services designation to include all areas other than that shown for Medium Density Residential for the area bounded by Mountain View Avenue, Lugonia Avenue, Alabama Street, and Redlands Boulevard. (6) Change from Urban Reserve to Light Industrial : Define boundary between Urban Reserve and Light Industrial as California Street. D. PUBLIC USE (Fire Symbol) (1) Delete at southwest corner of Lugonia Avenue and Wabash Avenue. (2) Relocate from Lugonia Avenue and Clay Street area to Colton Avenue and Judson Street area . (3) Relocate from San Mateo Street and Fern Avenue area to Barton Road and Lakeside Avenue area. (4) Relocate from Lugonia Avenue and California Street area to north side of San Bernardino Avenue between Alabama Street and Tennessee Freeway extended. D. PUBLIC USE (School Symbol) (1) Designate existing school site on northeast corner of Pennsylvania Avenue and Judson Street. (2) Designate existing school site on southwest corner of Highland Avenue and Lincoln Street extended . F. PUBLIC USE (Park) (1) Designate existing park site on southeast corner of San Bernardino Avenue and Judson Street. ( 2) Designate existing park site on west side of Wabash Avenue, north of Crafton School . (3) Designate existing park site on southwest corner of Fifth Avenue and Dearborn Street extended. (4) Designate existing park site on north side of Brookside Avenue between Terracina Boulevard and Bellevue Avenue . Resolution No . 3836 - Page three (5) Designate existing park site on north side of San Bernardino Avenue between Alabama Street and Tennessee Freeway. G. SPECIAL USE (Public - New Category) (1) Designate county museum site east of California Street and north of Orange Tree Lane as public. (2) Designate Asistencia Mission site on Barton Road east of Nevada Street as public. H. Change the land use designation from Urban Reserve and Low Density Residential to Medium Density Residential and Urban Services for approximately 50 acres of property located on the north side of Lugonia Avenue , east of the proposed Route 30 Freeway. I. Change the land use designation from Medium Density Residential to General Commercial for approximately 10 acres of property located on the northeast corner of Alabama Street and Barton Road. J. Deleted by Council Action, July 20 , 1982 . K. Delete the designation of Canyon Road as a Secondary Highway between Mariposa Drive and Sunset Drive. CHRISTIANSEN, City Manager FOR: COUNCIL ACTION ON JULY 6 , 1982 , 3: 00 P.M. SESSION FROM: W. C. SCHINDLER, Director Planning and Community Development SUBJECT: Recommended Adoption Procedures for Specific Plans Upon consultation with City Attorney Dallas Holmes, a more definitive action in conjunction with the adoption of Specific Plans Nos . 26 , 28 , 29 and 30 is recommended to the City Council as follows: 1. On July 6, 1982 the City Council shall instruct the De- partment to initiate an action to repeal the underlying zones associated with each Specific Plan recommended for adoption by the Planning Commission including Specific Plan No. 30 continued to the August 10, 1982 Planning Commission Meeting. 2. The Planning Commission will consider and recommend to the City Council repeal of the underlying zone for each of the proposed Specific Pians by Resolution of the Commission. 3. The City Council will consider adoption of each Specific Plan and repeal of the underlying zone on the same advertised public hearing date. 4. Commission action on repeal of the underlying zones would occur on August 10, 1982, with Council action subsequent to that date. The nearest date for Council action on these items would be September 7, 1982. NOTE: Although this procedure has not been utilized in con- junction with the adoption of previous Specific Plans in the City, it is a procedure that the City Attorney and I fully support.
