HomeMy WebLinkAbout7085_CCv0001.pdf RESOLUTION NO. 7085 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE CALIFORNIA RIVER PARKWAYS GRANT PROGRAM UNDER THE SAFE DRINKING WATER, WATER QUALITY AND SUPPLY, FLOOD CONTROL, RIVER AND COASTAL PROTECTION BOND ACT OF 2006(Proposition 84) WHEREAS, the City of Redlands received and filed the Final Orange Blossom Trail. Conceptual Alignment Plan for creation of a seven and one half(7.5)mile bicycle trail; and WHEREAS,the Legislature and Governor of the State of California have provided funds for the grant program described in the title of this Resolution; and WHEREAS, the California Natural Resources Agency has been delegated the responsibility for the administration of this grant program and establishing necessary procedures;and WHEREAS, the procedures established by the California Natural Resources Agency require a resolution certifying the approval of applications by the City's governing board before submission of the applications to the State;and WHEREAS, the City, if selected, is required to enter into an agreement with the State of California to carry out the project.- NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Redlands as follows: Section 1.The City Council of the City of Redlands hereby approves the filing of an application for the funding of a segment of the Orange Blossom Trail. Section 2.The City Council of the City of Redlands hereby certifies that the City understands the assurances and certifications in the application. Section 3.The City Council of the City of Redlands hereby certifies that the City will have sufficient funds to operate and maintain the projects consistent with the land tenure requirements;or will secure the resources to do so. Section 4. The City Council of the City of Redlands hereby-certifies that it will comply with all provisions of Section 1771.5 of the California Labor Code. Section 5.The City Council of the City of Redlands hereby certifies that the project will comply with all laws and regulations including,but not limited to,the California Environmental Quality Act (CEQA), legal requirements for building codes,health and safety codes,disabled access laws, and,that prior to commencement of construction,all applicable permits will have been obtained. Section 6. The City Council of the City of Redlands hereby certifies that the City will work towards the State Planning Priorities intended to promote equity, strengthen the economy,protect the environment,and promote public health and safety as included in Government Code Section 65041.1. 1:1cclerk\Resolutiansaes 7000-799917085-CA River Parkways.doc Section 7.The Mayor or any member of the City Council is hereby authorized to execute all applications and agreements associated with,and which implement,the grant described in the resolution; and the Quality of Life Director,or his designee, is authorized to submit all documents including,but not limited to progress reports,and payment requests,which may be necessary for the completion of the aforementioned projects.
