HomeMy WebLinkAbout5850_CCv0001.pdf RESOLUTION NO. 5850 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE EPA GRANT APPLICATION PREPARED BY THE DANGERMOND GROUP FOR THE SAN TIMOTEO CREEK ENHANCEMENTS DESIGNATING THE CITY OF LOMA LINDA AS THE LEAD AGENCY FOR THE PROJECT, IDENTIFYING THE PARTICIPATING AGENCIES, AND OUTLINING THE DISTRIBUTION OF GRANT FUNDS AND REQUIRED MATCH AMOUNTS; AND, AUTHORIZING THE CITY OF LOMA LINDA TO FILE THE APPLICATION WITH THE EPA WHEREAS,the City of Lorna Linda was awarded a$2 million EPA Grant through the approval of the Omnibus Consolidated Appropriations Act of 1999 by the United States House of Representatives and the United States Senate for the San Timoteo Creek Environmental Restoration Project; and WHEREAS, the City of Loma Linda is specifically named in a comparable EPA Grant of $475,100 for the FY2000 Omnibus Consolidated Appropriations Act that was intended for the City of Redlands for the San Timoteo Creek Environmental Restoration Project; and WHEREAS, the City of Loma Linda ha indicated it does not have matching funds for the entire $2 million and the EPA agrees that unused portions of the grant could be used in Redlands; and WHEREAS, both the grant funding awards can only be used for habitat restoration and enhancements on San Timoteo Creek,and an application by the City of Loma Linda outlining a detailed project proposal must be submitted to, and approved by the EPA prior to release of the funds; and WHEREAS,the City of Loma Linda has outlined a project scope and identified parcels of land and a portion of the County Flood Control's right-of-way along the creek that would be included for the restoration project; and WHEREAS,the Riverside Land Conservancy,has outlined a project scope and identified parcels of land for the habitat restoration project along the San Timoteo Creek within the corporate boundaries of the City of Loma Linda and the City of Redlands and certain unincorporated lands within San Bernardino and Riverside Counties; and WHEREAS,there is compelling justification for sharing the grant funding and coordinating and combining where feasible, the two grant applications in terms of the preparation, planning, environmental documentation and implementation as they are intended for the same purpose of environmental restoration and apply to the same geographic vicinity; and WHEREAS, the Riverside Land Conservancy proposes to prepare an application for the City of Loma Linda to share the funds for the two environmental restoration project appropriations for the areas in the City of Loma Linda, City of Redlands and certain unincorporated lands within San Bernardino County; and WHEREAS, the Riverside Land Conservancy proposal will save the City of Loma Linda an estimated$35,000 in application preparation costs,scale down the grant amount and required City match 1 Ad jm\Reso\Ress 8 50.wpd I to an amount that is more usable, and provide the necessary expertise in the field of habitat restoration; and WHEREAS, the project costs will include land acquisition and improvements,and will require forty-five percent matching funds as the non-federal share that can include state and other local sources to be apportioned to the recipients identified in the grant application; and WHEREAS, the Riverside Land Conservancy has developed a conceptual funding strategy; WHEREAS,the grant proposal will include the component of strategic planning to investigate, identify and secure matching fund sources,including in-kind contributions,land donations and state and local funding sources to reduce the total obligation for direct costs to the designated recipients of the EPA Grants; and WHEREAS,the proposal will assist in meeting the EPA criteria by extending the habitat project to portions of the creek in the City of Redlands, certain unincorporated land in the County of San Bernardino and augmenting the Army Corps of Engineers channel improvement and habitat restoration project. NOW, THEREFORE, THE CITY OF REDLANDS RESOLVES AS FOLLOWS: 1. To approve and authorize the Riverside Land Conservancy to prepare the EPA Grant application in accordance with the attached project scope and tentative funding strategy including apportioned matching funds,on behalf of the City of Loma Linda,the City of Redlands and the County of San Bernardino for the San Timoteo Creek environmental restoration project enhancements for filing to the EPA by the City of Loma Linda. 2. To commit matching in-kind services,or in lieu thereof commit City of Redlands land in the area valued at$250,000,consistent with the attached project scope and tentative funding strategy; and 3. That this resolution becomes effective immediate following its adoption by the participating legislative bodies of the City of Loma Linda, City of Redlands and the County of San Bernardino.
