HomeMy WebLinkAbout3945_CCv0001.pdf RESOLUTION NO, 3945 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE APPLICATION AND THE PROJECT AGREEMENT FOR HISTORIC PRESERVATION GRANTS-IN-AID FUNDS FOR EXPANDING THE CITY'S CULTURAL RESOURCES INVENTORY WHEREAS, the Congress under Public Law 89-665 has authorized the establishment of a National Historic Preservation Grants-in--Aid Program, providing matching funds to the State of California and its political subdivisions for historic preservation, survey, planning, development and acquisition projects; and WHEREAS, the State Department of Parks and Recreation is responsible for the administration of the program within the State, setting up necessary rules and procedures governing application by local agencies under the program; and WHEREAS, said adopted procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications and the availability of local matching funds prior to submission of said applications to the State; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands: 1. Approves the filing of an application for the National Historic Preservation Grants-in-Aid assistance for expanding the City's Cultural Resources Inventory; and 2. Appoints Derrill Quaschnick or his authorized deputy as agent of the City to coordinate, process and execute all contracts, agreements, amendments and ancillary documents within the scope of the attached application, and 3. Agrees that all required local matching funds will be provided for the project. As an early sponsor and contributor to the initial inventory work in 1976, the Society particularily realizes the value such an effort can be to the City of Redlands. A more ccanplete inventory of the architectural heritage of Redlands will be an important tool in implementing the forthcoming Historic Preservation Element of the General Plan. The Historical Society's annual Heritage Home Award program has provided an excellent training means for the type of research required for the Inventory. The evolution of the City from a citrus growing center and winter resort to an educational , cultural and residential center is represented in its architecture. In 1976 the City was an early recipient of a $1500 grant from the State for the purposes of initiating an Historic Resources Inventory. Since that time work has progressed adding structures as city staff and volunteer effort would allow. To date 568 buildings have been included in the inventory. Of this amount 542 are residential structures. The remaining 26 are public and commercial buildings. The original inventory concentrated on those structures or neighborhoods that were in danger of demolition or alteration. However, while the inventory has been helpful to researchers , recent development in the field of historic pre- servation suggest a more detailed and comprehensive listing. Such a listing will assist in terms of national registering of structures, tax incentive certi- fication and preservation of pre-World War II structures. While the above numbers are impressive at first glance, further research reveals that approximately 4000 structures in the City were built prior to 1940. In fact estimates have been made that close to 3000 structures were built before 1934. This later figure represents over 17% of the total dwelling units found in Redlands during the 1980 census. The purpose of this grant proposal is to obtain sufficient funds to expand and complete the Historic Resources Inventory begun in 1976. Virtually the entire city must be included in the survey area since early development of the citrus ranches are scattered throughout. The inventory will concentrate on those structures built prior to 1930. Significant commercial and public buildings constructed later will also be included. Of particular interest are those structures yet to be surveyed on the campus of the University of Redlands. The expansion of the present Cultural Resources Inventory (as it is now referred) is very timely in that the City of Redlands is embarcing upon two major projects that will affect many preservation activities in the City. The entire downtown commercial core is being studied by a consultant team •in an effort to develop a commercial revitalization program for the City. In addition another con- sultant is preparing the Historic Preservation Clement to the City's General Plan at the present time. Additional grant money is necessary to add to the inventory those structures found throughout the City that the original grant funding and study timeframe did not allow. -1 M E T I-1 0 D Work on completing the survey of historic resources will continue largely with the assistance of volunteer groups. Previous work on the survey will be checked for its accuracy by the professional staff and review committee listed in this proposal . Research in the past has been difficult due to the loss of build- ing permit records in the 1940 City Hall fire. Here additional title searches must be conducted as necessary at the San Bernardino County Hall of Records. Early tax assessment records will also be used to establish approximate dates of construction. Any consequent biographical research will be done by volunteers. Such research will be primarily conducted at the Heritage Room of the A.K. Smiley Public Library in Redlands. There local newspapers, address directories, Sanborn naps , and other sources will be utilized to provide data on the occupants or business- es conducted in each structure. Furthermore oral histories will be conducted to provide information not available in printed form. It is proposed that approximately 5001 structures will be able to be surveyed as outlined above in one year. Several neighborhoods that have like and similar architectural character will also be included. The City's Historic and Scenic Preservation Commission will establish a sub- committee to act as Project Administrator to oversee and establish the parameters for the survey. Additionally the subcommittee will review all completed entries. In doing so the Commission members will gain needed familiarization with the survey process as well as content. Project coordination will be handled by a paid part-time person. The magni- tude of the grant money will determine the ultimate scope of work and number of paid researcher hours possible. Personnel listed herein have extensive experience in inventory work in that they have greatly contributed to the existing inventory in the past. Further assistance to researchers will be provided by the full-time staff of the Heritage Room Collection of the Smiley Library. The services of a consultant firm have been included for the purposes of early evaluation of the work product of volunteers and project coordinators. As nec- essary the consultant can be utilized for training and general assistance to the project review committee. An inventory synopsis is included in this proposal as a critical tool to gain public awareness of the inventory itself, its purpose and the information con- tained therein. The synopsis will give residents and visitors to Redlands a greater sense of the total architectural heritage found throughout the City. Committment of volunteer groups is evidenced in the enclosed letters. Each volunteer, during the orientation period, will be asked to commit to accomplish a specified task or number of inventory entries . Each will understand that grant funding will only be realized upon successful completion of their individual and collective tasks. -2- BUDGET Federal assistance is being sought to provide consistent coordination, pro- fessional expertise, clerical and material support facilitating the volunteer effort in researching individual inventory entries. A more complete inventory will provide a better reference guide for future historic preservation activities in Redlands . The inventory will provide the background information by which the goals and objectives of the Historic Preservation Element of the General Plan , now in preparation, will be implemented. An accurate historical accounting of sig- nificant structures will provide a basis for civic leaders to make decisions regarding historic structures and their setting . Direct supervision of the project by the City of Redlands Historic and Scenic Preservation Commission will assist in making the Commission more aware of the responsibility entrusted to them. A more knowledgeable Commission will great- ly assist in implementation of the new Preservation Element. Eventual publication of the inventory will even further aid in increasing public awareness of local historic resources found in Redlands . The significancE of individual structures or groups of structures as well as residents can be better understood when the broader perspective provided by the inventory is displayed. Information found in the inventory can provide the basis by which application nominations to the National Register of Historic Places might be made.
