A RESOLUTION OF THE COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING FILING OF APPLICATION FOR GRANT TO
ACQUIRE AND DEVELOP OPEN--SPACE LAND
WHEREAS, Title VII of the Housing Act of 1961, as amended, pro-
vides for the making of grants by the Housing and Home Finance Ad-
ministrator to States and local public bodies to assist them in the
acquisition and development of permanent interests in land for open-
space uses where such assistance is needed for carrying out a unified
or officially coordinated program for the provision and development
of open-space land as part of the comprehensively planned development
of the urban area; and
WHEREAS, the City of Redlands desires to acquire Ownership in
Fee Simple of certain land known as Prospect Park for the purpose of
preserving open-space land as a park and recreational facility and a
historic and scenic site; and
WHEREAS, Title VI of the Civil Rights Act of 1964, and the regu-
lations of the Housing and Home Finance Agency effectuating that
Title, provide that no person shall be discriminated against because
of race, color, or national origin in the use of the land acquired
and/or developed; and
WHEREAS, it is recognized that the contract for Federal grant
will impose certain obligations and responsibilities upon the Appli-
cant and will require among other things (1) assurances that families
and individuals displaced as a result of the open-space land project
will be relocated into decent, safe, and sanitary housing, (2) com-
pliance with Federal labor standards, and (3) compliance with Fed-
eral requirements relating to equal employment opportunity; and
WHEREAS, it is estimated that the cost of acquiring said in-
terest will be $560, 000;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Redlands,
1. That an application be made to the Housing and Home Finance
Agency for a grant in an amount authorized by Title VII of the Hous-
ing Act of 1961, as amended, which amount is presently estimated to
be $280,000, and that the Applicant will pay the balance of the cost
from other funds available to it.
2. That adequate open-space land for the locality cannot effec-
tively be provided through the use of existing undeveloped or pre-
dominantly undeveloped land.

3. That the Mayor is hereby authorized and directed to execute
and to file such application with the Housing and Home Finance
Agency, to provide additional information and to furnish such docu-
ments as may be required by said Agency, to execute such contracts
as are required by said Agency, and to act as the authorized corres-
pondent of the Applicant.
4. That the proposed acquisition is in accordance with plans
for the allocation of land for open-space uses, and that, should
said grant be made, the Applicant will acquire, develop, and retain
said land for the use designated in said application and approved
by the Housing and Home Finance Agency.
5. That the United States of America and the Housing and Home
Finance Administrator be, and they hereby are, assured of full com-
pliance by the Applicant with regulations of the Housing and Home
Finance Agency effectuating Title VI of the Civil Rights Act of
1964.

CERTIFICATE OF RECORDING OFFICER
The undersigned hereby certifies that:
1. She is the duly qualified and acting City Clerk
of the City of Redlands and the keeper of its records .
2. The attached resolution is a true and correct copy
of the resolution as finally adopted at a meeting of the
Council of the City of Redlands held on the 17th day of May
1966, and duly recorded in her office.
3. The meeting was duly convened and held in all re-
spects in accordance with law and, to the extent required
by law, due and proper notice of the meeting was given. A
legal quorum was present throughout the meeting, and a
legally sufficient number of members of the Council voted
in the proper manner for the adoption of the resolution.
All other requirements and proceedings under law incident
to the proper adoption or passage of the resolution have
been duly fulfilled, carried out, and otherwise observed.
4. The seal affixed below constitutes the official
seal of the City of Redlands, and this certificate is hereby
executed under the official seal.
5. The undersigned is duly authorized to execute this
certificate.
