Recrea- tional Act. of 1984 has authorized the establishment of a Historic Preservation Grant Program, providing matching funds to the political subdivisions of the State for historic preservation projects; and WHEREAS, the California Office of Historic Preservation in the Department of Parks and Recreation is responsible for the adminis- tration of the program within the ;Mate, setting up necessary rules and procedures governing application by local agencies under the program, and WHEREAS, said adopted procedures established by the Department of Parks and Recreation require the applicant to certify by resolu- tion the approval of applications and the availability of local matching funds prior to submission of said applications to the State; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands; 1. Approves the filing of an application for the Historic Preservation Grant assistancefor project, and 3_. Appoints W. C. Schindler, Director, Planning and Community Development Department, or his authorized deputy, as agent. of the City to coordinate, process, and execute all contracts, agreements, amendments and ancillary documents within the scope of the attached, application; and 3 Agrees that all required local matching funds will be pro- vided for the project. Smiley Public Library,; This is Redlands' sole: public library, built in 1898 and listed on the National Register. The City desires to retain its historic library and to protect the lives of patrons in case of earthquake~ Our goal is to retrofit the library to withstand any reasonable earthquake. The City's commitment to this effort is evidenced by allocation of $220, 000 of 1984-1985 CDBG funds toward this goal. However, our structural engineer, Mel Green, a recognized preservation expert, finds that this suits is only sufficient for the first step, which is anchoring the walls to the roof. Without this grant, we may never be able to complete the task: due to several other needs for Community Development Block Grant Funds and this program's tenuous future. Smiley public Library, designed in Moorish or Mission style, was constructed in 1898. T. R. Griffith was the architect and Albert K. Smiley, of New York, the donor. The walls are of solid brick 13" to 17" thick on a rubble stone base. The facing in the interim is steel lath and plaster, and the exterior has a Murry coat of crushed brick and cement over the brick. The tower of the library was removed in 1937.` The red slurried exterior was painted to cream calor in 1939 and hes been maintained that color ever since. Save for some ornamental urns which were spaced along the roof of the outside esplanade, the buildingremains as it was constructed in 1898 and with its subsequent wings in 1947, 1920, 1928 and 1930. 1 8. Smiley Library has national and statewide significance as well as iregional. Built in 1898, the library was a gift to the city of Redlands made by one of the turn--of-the-century's best-known philanthropists, Albert K. Smiley, who made his winter home in Redlands between 1889 and 1912. In 1898 he then gave the library and the park in which it is located in the downtown area to the city; this is truly a memorial to his service to education in both the East and the West. To the library were attracted a host of well-known Americans, including And rew 'Carnegie, who endowed the library's Carnegie Southern California t ndian Collection, and authors Charles Fletcher Lummis George Wharton .lames, Sydney Burchell, John Steven McGroarty, and Harold BellWright. Among those who visited the library were Lyman Abbott, William Jennings Bryan, Maude Ballington Borth, Theodore Cuyler, Edwin Markham, Henry Van Dyke and Helen M. Gould. As an example of a significant style of California architecture and of the eastern ;migration heritage that built Southern California during and immediately after the "boom" period of the 1880's, this library is a unique cultural institution. As author Daren Weitze notes in her California's Mission Revival, 1984, the A. K. Smiley Public Library is among a few of the "delightfully eye-catching" mission revival buildings in California.' Mr. Green k proposes to do this by installing sheer calls, drag members (straps), and/or steel U-frames. These two steps can be completed by December, 1986. Field surveying and inspection of construction summers as college student . 7 V RESOLUTION NO. 4021 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, CALIFORNIA, APPROVING THE APPLICATION AND THE PROJECT AGREEMENT FOR HISTORIC PRE- SERVATION GRANT FUNDS FOR THE SMILEY LIBRARY SEISMIC RETROFIT PROJECT FROM THE CALIFORNIA PARK AND RECREATIONAL FACILITIES ACT OF 1984 WHEREAS, the Legislature under the California Park and Recrea- tional Act of 1984 has authorized the establishment of a Historic Preservation Grant Program, providing matching funds to the political subdivisions of the State for historic preservation projects; and WHEREAS, the California Office of Historic Preservation in the Department of Parks and Recreation is responsible for the adminis- tration of the program within the State , setting up necessary rules and procedures governing application by local agencies under the program; and WHEREAS, said adopted procedures established by the Department of Parks and Recreation require the applicant to certify by resolu- tion the approval of applications and the availability of local matching funds prior to submission of said applications to the State; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands: 1. Approves the filing of an application for the Historic Preservation Grant assistance for project; and 2. Appoints W. C. Schindler, Director, Planning and Community Development Department, or his authorized deputy, as agent of the City to coordinate, process, and execute all contracts, agreements, amendments and ancillary documents within the scope of the attached application; and 3 .
