HomeMy WebLinkAbout3530_CCv0001.pdf RESOLUTION NO. 3530 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE APPLICATION FOR GRANT FUNDS AVAILABLE UNDER THE STATE LITTER CONTROL, RECYCLING AND RESOURCE RECOVERY ACT OF 1977 . WHEREAS, the Legislature of the State of California has enacted the State Litter Control, Recycling and Resource Recovery Act which provides funds to certain entities for litter cleanup, litter law enforcement, litter education, and the purchase of litter receptacles; and WHEREAS, the Solid Waste Management Board has been delegated the responsibility for the administration of the program, setting up neces- sary procedures governing application by local agencies under the pro- gram; and WHEREAS, said procedures established by the Solid waste Management Board require the applicant to certify the approval of applications prior to submission of said applications to the State; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands: 1. Approves the filing of an application for funding under the Litter Control, Recycling and Resource Recovery Fund; and 2. Certifies that said agency understands the general provisions of the grant agreement; and 3. Authorizes the City Manager as agent of the City to conduct all negotiations, execute and submit all documents including but not limited to applications, grant agreements, amendments, and payment requests, which may be necessary for the comple- tion of the aforementioned program. Jorgensen, Administrative Assistant SUBJECT: State Litter Control, Recycling and Resource Recovery Act of 1377: Grant funds are available to the City of Redlands in the amount of $7,821.00 for Litter Clean-up and $902.00 for Litter Lacy Enforce- ment. The funds are allocated to cities and counties on the basis of population and road mileage distribution. Applications may be filed through December 31, 1978. Eligible programs are as follows: Litter Clean-up: The funds are provided for litter clean up on recreational land and public thoroughfares. Some eligible expendatures are: manual clean- up, mechanical clean-up devices, transportation of equipment, person- nel and collected litter. The clean-up of natural debris including leaves, twigs, grass and shrub clippings is not eligible. Litter Law 'Enforcement: Eligible expenditures for litter law enforcement .include: a. Employing, equipping and training personnel , such as control officers and their training material. b. Extended duty on overtime duri nq pest recreation ratwion use. periods. C. Programs using violator. to aid in litter clean up. The Board encourages the use of the now $10.00 penalty for litter offenses. (Penal Code, Section 3746.5) No matching funds are required too evekr, funds may b ! used only to supplement e=xisting programs or establish riew programs.
