A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING THE JOINT SUBMITTAL OF A GRANT APPLICATION TO
THE U.S. ECONOMIC DEVELOPMENT ADMINISTRATION AND
DESIGNATING THE ECONOMIC DEVELOPMENT MANAGER AS AN
AUTHORIZED ORGANIZATION REPRESENTATIVE
RECITALS
WHEREAS, on November 1, 2011, the City Council of the City of Redlands (the "City
Council') adopted the Redlands Economic Development Action Plan that identifies medical
facilities in and immediately around the City of Redlands (the "City") as one of the assets of the
City and lists working with the County of San Bernardino Economic Development Agency as
one of the action items; and
WHEREAS, On December, 13, 2011, the San Bernardino County Board of Supervisors
approved the 2011 Comprehensive Economic Development Strategy (the "CEDS"), a five-year
strategic planning document that the U.S. Department of Commerce Economic Development
Administration(the"EDA")requires in order to consider projects for EDA funding;and
WHEREAS, one of the strategies outlined in the CEDS is the development of a
Biomedical Tech Park Support Center to assist emerging biomedical companies with bringing
products to market;and
WHEREAS, the proposed biomedical support center would occupy a 23,000 square foot
building in the City;and
WHEREAS, the EDA has released an announcement of federal funding opportunity and
the deadline for submittal for the current funding cycle is March 9,2012; and
WHEREAS, the County of San Bernardino Economic Development Agency has
approached the City regarding the submittal of a joint grant application to the EDA;
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows:
Section 1. The City Council hereby authorizes the submittal of a joint grant
application with the County of San Bernardino to the U.S. Economic Development
Administration for the development of a biomedical tech park support center.
Section 2. The City Council hereby designates the City's Economic Development
Manager as an Authorized Organization Representative that has official authority to submit grant
applications on behalf of the City of Redlands.
Section 3. This Resolution has been reviewed with respect to applicability of the

California Environmental Quality Act ("CEQA"), the State CEQA Guidelines (California Code
of Regulations, Title 14, Sections 15000 et seq., hereafter the "Guidelines"), and the City's
environmental guidelines. The City Council has determined that this Resolution is not a"project"
for purposes of CEQA, as the term is defined by Guidelines Section 15378, because this
Resolution is an administrative activity that will not result in a direct or indirect physical change
in the environment(Guidelines Section 15378(b)(5)).
