A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
TERMINATING THE STATE OF EMERGENCY IN THE CITY OF REDLANDS
REGARDING COVID-19
WHEREAS, on January 31, 2020, the United States Department of Public Health and Human
Services Secretary Alex Azar declared a public emergency for the novel coronavirus (COVID-19)
beginning on January 27, 2020; and
WHEREAS on March 4, 2020, the Governor of the State of California proclaimed a state of
Emergency in the State of California due to the presence of and threat posed by the novel coronavirus
(COVID-19); and
WHEREAS, on March 10, 2020, the San Bernardino County Public Health Officer and the
Board of Supervisors declared a local health emergency to help ensure county government and the
public are prepared for the possibility that COVID-19 will appear within the county; and
WHEREAS, on March 11, 2020, the World Health Organization declared the COVID-19
outbreak a global pandemic; and the CDC and Governor of the State of California issued
recommendations to cancel or postpone gatherings of more than 20 people; and
WHEREAS the Redlands City Council confirmed the existence of a Local Emergency as
proclaimed by the City Manager on March 17, 2020; and
WHEREAS said resolution was to remain in effect due to Governor's executive orders
waiving traditionally required renewal request under California Government Code section 8630 and
Health and Safety Code 101080; and
WHEREAS Governor Gavin Newsom announced that the COVID-19 State of Emergency
will end on February 28, 2023; and
WHEREAS; although the COVID-19 pandemic continues to directly affect the safety of
persons and property within the City of Redlands, the City Council finds that the conditions
necessitating the local emergency due to COVID-19 are steadily improving.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands hereby
repeals Resolution No. 8065 pursuant to Government Code section 8630, the local emergency
declared by Resolution 8065 is hereby terminated on July 5, 2023.
