A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING THE GRANT ACCEPTANCE AND EXECUTION OF THE
GRANT FUNDS FROM THE CALIFORNIA ENERGY COMMISSION FOR THE
CALIFORINIA AUTOMATED PERMIT PROCESSING (CALAPP) PROGRAM
(SB 379)
WHEREAS, the State of California needs new renewable and storage resources including
rooftop solar and storage projects to meet its clean energy goals; and
WHEREAS, the 2021 Senate Bill 100 Joint Agency Report, achieving 100% clean electricity
in California requires an acceleration in the development of rooftop solar projects; and
WHEREAS, Senate Bill 129 appropriated $20 million in funding to the California Energy
Commission to support a funding program to establish automated solar permitting and assist cities in
their deployment of an automated web -based program through the California Automated Permit
Processing (CaIAPP) Program; and
WHEREAS, the CaIAPP Funding is intended to further enhance permitting processes and
accelerate plan review, permit processing, and turnaround times; and
WHEREAS, the City of Redlands desires to undertake the California Automated Permit
Processing (CaIAPP) Program and accept a grant in the amount of $60,000.00; and
WHEREAS, the City of Redlands will use the grant funds to implement a web -based solar
permitting program; and
WHEREAS, the City Council has considered all information related to this matter, as presented at
the public meetings of the City Council identified herein, including any supporting reports by City
Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED by the City of Redlands, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution
are true and correct and establish the factual basis for the City Council's adoption of
this Resolution.
2. Approve a budget appropriation of $60,000.00 to the Intergovernmental Grants-
State/County CA Energy Commission - Account No. 200164-
3. The City Manager of the City of Redlands, or designee is hereby authorized and directed
to execute the funding agreement with the California State Library and any amendments
thereto.
4. The City Manager of the City of Redlands, or designee is hereby authorized and directed

to submit any required documents, funding requests, and reports required to obtain grant
funding.
5. Effective Date. This Resolution shall become effective immediately.
