WhERE."'.S, the City of Ttedlands, California, owns and operates
an extensive municipal water system supplying domestic and
irrigation water to the City of Redlands and adjacent territories,
and whereas it appears at the present time advisable to increase
the source of this city' s w8ter supply; and
it has heretofore been proposed that this City of
iedlands purchase froze J . L. B. 3oullioun and Alice Boullioun,
husband eiid wife, of San Bernardino County, California, the
parcels of real property hereinafter described and upon: the teri-as
set forth in that certain Lgreement for Sale of Real Estate here-
unto attached; and
WHEREP-3, the City Council of the City of Redlands has made an
investigation for some years of the advisability of entering into
such an agreement lWith said 3ouliiouns and of the advisability of
purchasing the water rights appurtenant thereto described In said
agreement from said persons, and after 7)ositive confirmation of
the fact that the said lands are definitely of value to the city
water system and a source of water supply and conservation, the
City Council has reached the conclusion as a result of said
investigation that it would be advantageous to and for the best
interests of the City to purchase said property from said J . L. B.
3oullioun and Alice iv-. . Boullioun substantially upon the terms
hereinafter set forth in said attached kgreement for Sale of Real
llistzate; and
t1le City Council 1)4s causvd a careful iazd diliiel-lt
investigation to be made of the fair market value of the property
to be purchased under the terms of said agreerulent and having taken
evidence as to the fair market value of said property and having
reached the conclusion that the sales Price set forth in scid agree-
ment represents the Bair market value of the property to be purchased
